- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912PL-09-D-0002-0003. DESCRIPTION OF WORK: The San Pedro Breakwater is a 100 year old wave protection structure whose design is obsolete and may be providing limited functionality. Surveys performed in 1996 have shown that the breakwater has settled between 1 and 3.5 feet below the +14 ft MLLW design elevation reducing the protection level provided to the harbor. The Architect-Engineer (A-E) shall prepare the Comprehensive Condition Survey Report for the San Pedro Breakwater. The A-E shall collect and review available surveys and relevant design memoranda and reports; conduct physical field surveys consisting of hydrographic multi-beam and side scan sonar mapping, and above water elevation mapping with laser scanning technology and ortho-photo mapping; develop design conditions using current engineering practice and updated data of the oceanographic environment; evaluate the functionality and engineering effectiveness of the existing breakwater; and prepare a risk and reliability analysis for future functionality.
