- FISC Norfolk Contracting Department, Philadelphia Office intends to acquire continued development and enhancement of a standardized neurcognitive and combat stress assessment and recovery monitoring system, otherwise referred to as the Neurocognitive and Combat Stress Toolbox (NCST) to improve pre-deployment screening as well as in-theatre and post-deployment screening, diagnosis, and treatment of Psychological Health and Traumatic Brain Injury conditions for Navy and Marine Corps active duty service members. Services are needed to provide electronic patient data storage and monitoring to the NCST needed to track injured warriors from Iraq and Afghanistan to military clinics and other medical facilities. The required services will be procured on a sole source basis with Clinvest, a Division of Banyan Group Inc., of Springfield, MO. The Automated Neuropsychological Assessment Metrics that comprise the NCST are patented by Clinvest. No other firm possesses the legal right to manipulate the current ANAM/NCST format for enhanced field utilization, storage, and monitoring. The resultant contract type will be Firm Fixed Price and will encompass the period consisting of 30 September 2009 through 29 September 2010. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is NOT a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. The applicable NAICS code and size standard are 541720 and $7 Million respectively.
