Attachment J.2 Cost Proposal Template Attachment J.1 - Statement of Work DBids Solicitation - Schedule B - M SF 33 - Schedule A The Centers for Medicare & Medicaid Services (CMS) is soliciting proposals for the operations and maintenance of the Durable Medical Equipment Bidding System (DBids). This is a competitive acquisition limited to eligible 8(a) firms only. The applicable NAICS code is 541511 Custom Computer Programming Services, size standard - $25 million. DBidS is used to capture the Durable Medical Equipment (DME) supplier's necessary information to participate in the competitive bidding process. CMS utilized this new application in 2009 and will need continued support to ensure that DBidS is maintained and updated as necessary through the end of 2015. Under this contract the Contractor shall provide operations and maintenance of DBidS. Tasks include: 1. Updating reference data 2. Making necessary software changes 3. Providing support to the Competitive Bidding Implementation Contractor (CBIC) contract 4. Providing Help Desk support 5. Collaborating with stakeholders and the Testing Contractor. CMS anticipates the award of a cost plus fixed fee contract, therefore the offerors will be required to have an approved accounting system at the time of proposal submission. Offerors are also required to be CMMI Level II certified. Additionally, to perform this contract, the Contractor must have knowledge and experience of the following: - Development, maintenance and testing of web-based systems - Database development and maintenance - Collaborating with a variety of stakeholders - Help Desk Maintenance and Support - Operation and Maintenance of web-based systems in 3-zone environments. Questions are due no later than 11:00 a.m. EST on 09/09/2009. Proposals are due no later than 1:00 p.m. EST on 10/02/2009. Please provide your notice of intent to propose no later than 5:00 p.m. EST on 09/16/2009.
