- ARRA - DESIGN AND CONSTRUCTION OF ANTELOPE WELLS LAND PORT OF ENTRY, ANTELOPE WELLS, NEW MEXICO. The project consists of design and construction of a United States Land Port of Entry (LPOE) using the Small Port standard layout for the port building. Additional support facilities, roadways, and infrastructure are required based on the final approved layout. The civil and site drawings provided in this technical package are a suggested layout based on assumed property boundaries. The approach for this layout generally keeps the existing Port in place during construction of the new Port, although temporary support elements may need to be provided. When the existing port building cannot remain in place, the Contractor shall provide a temporary port building and supporting infrastructure during construction. The Contractor is responsible for the ultimate site specific layout based on the final negotiated property boundaries, right-of-way agreements with the Department of Transportation (DOT), Government approved site design, and Government approved phasing plan based on operational interferences and environmental remediation issues. Complete removal of the existing port facilities is required, but must be accomplished in a phased approach to maintain existing operations throughout the construction period. Also, where occupied residences exist, they need to be maintained where possible until new residences are constructed and ready for occupancy. The architectural drawings are to be followed closely for the port building and secondary garage to maintain standardized approach to these new facilities.
