Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Pease Air National Guard Base, Newington, NH 03801 is seeking to have replaced and installed new five overhead doors and four personnel doors. This solicitation, W912TF-09-Q-0545, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04. This procurement is a 100% set-aside for small business. The NAICS code is 332321 and the small business size standard is 500 employees. The following commercial items are requested in this solicitation; Site visit - September 9th 2009 at 10:00 AM. E-mail Scott.ballweg@ang.af.mil Name of company, Names of people attending site visit, and how many vehicles will be comming on base. (if you can carpool, it is better you do since it will speed up the vehicle search at the security gate) I need to know by September 8th this inforamtion 3pm EST. Line Item 0001 - The Contractor shall provide all plant, labor, materials, and transportation necessary to perform the following. Remove five existing steel overhead doors 258 A, B, C, D, E and all associated hardware. Examine and modify existing opening for new door if needed. Door opening are approximately; 3 overhead doors at 12' high x 12' wide and 2 doors at 12' high x 14' wide. All overhead doors will have 1 each 32" pass door with closure, handle and locking hardware installed in the middle of the door match existing doors and hardware. Install new Insulated overhead sectional door-color dark brown, 15" radius tracks, torsion springs, angle mounted to steel jambs, header and jamb seal, no glass, and all associated hardware. Install entrapment protection (safety edge to reverse door). Install weather stripping. Install new ½ hp motor operator 120/3/60 voltage with associated switches and remotes _________________________________________________________________________________________________________ Line Item 0002 - Building 157 Concrete Shed: Contractor shall remove metal door and hardware and replace with fully insulated steel out swinging doors, closers, lever type handle, screwed hinges, and BEST Locking Systems. Interior of door shall be painted to match existing interior and exterior shall be painted Fed No (3)0140 (SW6090). Door frame shall be painted Fed No (2)0109 (SW0006). Building 247 Storefront Entrance: Contractor shall remove aluminum storefront entrance door, frame and hardware. Replace with new aluminum door frame with aluminum panel transom, panic hardware, insulated full lite low-e glass and BEST Locking Systems. All components shall be anodized dark bronze finish. Building 253 Personnel Door: Contractor shall remove metal door and hardware and replace with panic hardware, closer, exterior recessed pull handle, fully insulated steel out swinging doors, screwed hinges, and BEST Locking Systems. Door shall be Grade III (extra heavy duty), Model 1 (flush-hollow steel construction with insulated core), 16 gauge (1.588mm) and have insulated reinforced wire mesh narrow glass lite. Interior of door shall be painted to match existing interior and exterior shall be painted to match the surrounding color. _____________________________________________________________________________________________________________ SPECIFICATIONS. The following specifications shall be equal to or greater than the following: Insulated sectional steel door. Polyurethane foam containing no damaging CVC's or HCFC's. Foam insulation is encapsulated in non-permeable materials, preventing loss of thermal efficiency over time. Foam insulation R-Value of 17.50 Special internal construction provides the ability to field-cut sections for timely and easy replacement. Track and hardware designed to hold the door tightly to the opening to minimize energy loss. Must withstand high winds Air infiltration @ 15 mph =.08cfm Air infiltration @ 25 mph =.13cfm Steel Gauge Interior/Exterior 27 gauge. The finish interior/exterior is prepainted of a phosphate coating over hot-dipped galvanization applied to the metal. A.2 mil baked along with a.8 mil baked polyester top coat for rust protection. Exterior steel thickness =.016" End Stiles = 16 gage with thermal break Exterior Surface: ribbed texture Standard Springs 10,000 cycles Oil tempered and stress relieved springs with safety cable systems Commercial Electric Operator: Heavy-duty operator designed to operate standard torsion spring vehicular door up to 1400 pounds. Maximum height for 12' standard door. Reversing Contactor - Heavy-Duty for long life, mechanically and electrically inter-locked. Motor - Instant reversing, drip proof, with automatic reset thermal overload. Clutch - Adjustable disc-type to protect door and operator. Limit Switches - Adjustable rotary-type with vernier adjustment. Remains synchronized with door during release operation. Allows easy addition of extra switches for accessory controls. Hoist - Needed for manual operation with inter-lock. Power Train - Full ball bearing construction. Direct Coupling to Door Shaft - To prevent chain slacking. Weather Seal Weather Seal header and jambs U-shape vinyl bottom door seal EDPM type full length. Operator Controls Standard three-button Open-Close-Stop, flush mounted station for interior of facility. Each remote controls with three-button Open-Close-Stop. Entrapment Protection. Required by UL 325 and by OSHA. Electric Safety Edge to prevent entrapment shall activate a switch that reverses the doors downward travel. SPECIAL PROVISIONS: The contractor shall perform the following each workday. Clean-up as they go along removing all debris and haul away off base. Upon completion of each day, remove construction materials, tools, debris, and then restore the area disturbed by the work to original condition when started under this contract. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK. The Contractor shall be required to commence work under this contract within 15 calendar days after the date the contractor receives notice to proceed, prosecute the work diligently and complete the entire work ready for use not later than 30 calendar days after the required commencement of work. The Government will coordinate work with facility occupants and contractors. Doorways must be left secured by the end of each workday. Parts of the facility will be used for storage of materials and occasional personnel processing during the performance of work under this contract. For this reason, confine construction activities to the area designated by the contracting officer and prevent infiltration of dust and debris to other areas. GOVERNMENT PERFORMED WORK. The Contracting Officer will establish the boundary of Contractor's work area including staging area, and the Government will limit its activities inside the work area to a minimum during the time the Contractor is at work. Construction workdays can be the same as the Pease Workday which is 7:30 AM to 4:30 PM Monday through Friday excluding Federal Holidays. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
