- The Fleet & Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, on a sole source basis, laboratory accreditation and proficiency testing services for CONUS and OCONUS Navy medical laboratories for the Center for Clinical Laboratory Medicine, Armed Forces Institute of Pathology in Washington, DC. Laboratory compliance with the Clinical Laboratory Improvement Amendments of 1988 (CLIA) is required. Minimal conditions for laboratory certification to perform testing of human specimens must be provided in accordance with the DoD Clinical Laboratory Improvement Program (CLIP). Services include professional accreditation of medical laboratories operated by the U.S. Navy Bureau of Medicine and Surgery and the assessment of each Navy laboratory through analysis of proficiency testing surveys. The accreditation program must be approved by the Health Care Financing Administration (HCFA). Contractors must be approved by HCFA to inspect all laboratory disciplines (specialties and subspecialties). Services also include, but are not limited to, Annual Inspections and an External Proficiency Testing Survey Program. The NAICS Code is 621511 and the Small Business Size Standard is $13.5M. The period of performance is January 1, 2010 through December 31, 2011 plus four one-year option periods. The proposed sole source contractor is the College of American Pathologists (CAP). The proposed cost plus fixed fee contract action is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
