- NAICS Code: 541712 Research, Development in the Physical, Engineering and Life Sciences with a size standard of 500 Employees. The U.S. Environmental Protection Agency (E.P.A) intends to negotiate a sole source contract with the Quosa Corporation of Brighton, MA for a Library Search Engine Product that includes the Quosa Information Manager, Virtual Library, Premium Channel Product with a one year of subscription access, plus 4 option years, for Quosa's products. The U.S. EPA believes that the Quosa Corporation is the only source capable of providing this database product. The EPA library staff needs to procure a software product such as Quosa's which is has an information management tool that enhances existing literature search services such as Dialog, Web of Science, Pubmed and Medline. At this time, the EPA-RTP librarians must search each current information resource separately, resulting in an excess amount of time being spent to manually incorporate data from various sources into one easy-to-use format. The librarians need a tool like the Quosa software product that will search each of the sources at the same time while pulling the relevant PDF articles for which we have subscriptions. In addition, the library staff currently stores hundreds of government agency document PDFs on hard drives, thumb drives and CDs for which there is no overall search and retrieval function. The EPA-RTP Librarians also need to be able to search over a database of these locally stored documents at the same time as searching fee-based and free resources. Since this procurement is being considered a commercial service, simplified procurement procedures will be used in accordance with FAR 13.5. The base period of performance is expected to be from October 01, 2009 through September 30, 2010. All interested parties who believe that they can provide these required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any other sources exist and, therefore, no Request For Quote (RFQ) is available at this time unless the interested party provides the aforementioned information. Consequently, any responses that fail to provide the aforementioned information and instead just request a copy of the RFQ, will not be honored.
