Description
The following is a list of requirements the unmanned aerial vehicle (UAV) system must possess in order to accomplish the goals set forth by sponsor organizations. 1) System must be man-portable with a combined weight (air vehicles, communications equipment, spare parts and base station) not to exceed 70 lbs. 2) Flight endurance must be at least 60 minutes in duration with a range of 10+ km. 3) UAV must be hand-launchable or possess the capability of being launched via compressed air. 4) Wingspan may not exceed 36 inches. 5) Must possess day/night imaging capability via forward and side-looking sensors. 6) Must possess a ‘return-home' preset function for safe UAV recovery given loss of communications or GPS fix. 7) Control software must possess an open application programming interface (API) and a software development kit (SDK) allowing integration with other software applications for both control and viewing of downlink data. 8) Control software must allow installation on a COTS laptop computer. 9) Control software must allow waypoint autopilot navigation, loiter, follow, altitude hold and manual operation. 10) UAV airframe must be durable and have a combined weight not to exceed 3 lbs. 11) UAV airframe must possess both visible and IR strobes. 12) Must allow digital/analog recording snapshots of both EO and thermal near real-time downlink. 13) Video downlink must include correlated geographic coordinate information. 14) System must include at least (2) air vehicles, durable waterproof transportation and storage containers for both air vehicle and control equipment, all requisite cables, tools, battery chargers, tripods, antenna and mounts as well as a field repair kit, spare parts and day cameras. 15) Training must be available from the manufacturer. Request all interested parties submit a Capability Statement or other descriptive literature which will provide sufficient detail to enable a preliminary funtional evaluation of qualifications.
