Description

SOW Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with Professor Jean Opsomer, with the Department of Statistics, Colorado State University, on a sole source basis to provide technical advice and assistance for survey sampling methods. Please see the SOW for more detailed information. It is believed that Professor Opsomer is the only source to provide the needed services, due to his extensive research into the Census Bureau Demographic Survey with survey sampling methods, designs and estimation methodology (for more accuracy). Professor Opsomer’s prior knowledge, experience and research development will enable him to provide immediate technical advice and assistance required. The period of performance will be from date of award through September 30, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Census Bureau’s needs. Detailed capabilities must be submitted to Rhonda Talbert via email address, rhonda.m.talbert@census.gov. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 5 days from the publication of this synopsis, a contract may be issued to Professor Jean Opsomer, without further notice
