Description
SOURCES SOUGHT - The 99th Contracting Squadron at Nellis AFB, NV 89191 is seeking commercial sources interested in providing the following Non-Personal Services at Nellis Air Force Base, Nevada for the 2009 Air Show (14-15 Nov 09, with a practice event on 13 Nov 09), the contractor(s) will be required to provide the following services: BROADCAST SYSTEM SERVICES: The requested services shall be performed in accordance with the attached Performance Work Statement (PWS). All responsible sources may respond to this issuance. The North American Industry Code for this service is 518210 (Data Processing, Hosting, and Related Services), and the Small Business Size Standard is $25Million. -----------Amendment 1: Questions and Answers----------------------- 1) Under section 7, - Broadcast Schedule, it states that Friday would be included as a broadcast day. At virtually every air show we've done, Friday is a "Practice Day", and is meant to be just that. While the schedule may resemble the weekend schedule, performers as well as people like the Air Show Announcer use that day to rehearse and make sure everything is in place. I've had some announcers tell me that they would NOT allow that day to be broadcast on the Internet, or any other way. My thought is that "Friday" was a typographical error, should it have simply said, "Saturday and Sunday"? -------------------------------------- PA ANSWER: Correct. We only expect the vendor to broadcast the show Saturday and Sunday. However, we do expect them to have all equipment needed in place by COB Thursday and to be on site Friday for the practice day to ensure everything is functioning properly. -------------------------------------- 2) Under section 4 - Broadcaster Requirements, Sub-section 1 - Manned Cameras, it calls for all the cameras to have 55X zoom lenses. That is most likely mistake in that not every camera's function would require that type of lensing. Camera technology combined with various types of lenses offer a wide array of options to achieve the same purpose. It is actually contradicted in the very next item "Remote Camera" when it specifies a 35X lens. Could there be a little more flexibility allowed here? -------------------------------------- PA ANSWER: We expect to have three additional HD ground camera positions (can be manned or unmanned) in addition to the remote camera. At least "one" of those cameras must provide a zoom capability (either via camera technology or a zoom or sports lens) that gives us the 55X capability. -------------------------------------- 3) In that same section at the bottom, "Satellite Link" - Again, could there be more flexibility here? -------------------------------------- PA ANSWER: Whatever "wireless" technology a vendor recommends to get a high-speed uninterrupted Internet broadcast signal off base to a distribution hub or server is acceptable. The only thing we cannot do is provide a wired option from the broadcast area to a hub as this would create a safety hazard. -------------------------------------- 4) Is it possible for someone submitting a proposal to contact the Commercial Sponsor Director to discuss air show partners/sponsorship? -------------------------------------- RESPONSE: Due to what could be construed as providing proprietary information to one company, we are asking the Commercial Sponsorship office not to provide interested vendors with any information at this point in the process. Once a contract is awarded, the vendor and Commercial Sponsorship office are welcome (but not required) to work together to enhance benefits for FSS supporters. More information is available in section 6g of the Performance Work Statement. --------------------End of Amendment 1 --------------------------------------- Interested vendors may submit their capabilities and qualifications to perform the requested services in writing to the identified point of contact not later than 12:00 PM (Pacific Daylight Time) on 04 September 2009. Such capabilities/qualifications shall be evaluated solely for the purpose of market research. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable responses to this notice. Sources shall include in their information: statement of capabilities and qualifications to perform the requested services, point of contact information, company name, business size, and cage code. This request for information/sources sought notice shall not be considered as a solicitation and does not obligate the Government to pay for any information submitted, or for any costs associated with providing information.
