- The National Energy Technology Laboratory (NETL) of the U.S. DOE plans to contract by means other than full and open competition. In accordance with FAR parts 13.106(b) and (c) (2), this document sets forth the justification of the use of non-competitive means to support the NETL in the purchase of 4 Pressure Reaction Apparatuses for use in the geochemistry facility to be located in Building 26 on the Albany site. 2.0Nature of Action & Potential Alternate Sources This is a sole source action for the purpose of contracted support services for the Office of Research Development (ORD), Process Development Division (PDD). The main objective is as follows: Obtain 4 Pressure Reaction Apparatuses (autoclaves with all necessary support structure) for the geochemistry facility located in the Process Development Division. These pressure reaction apparatuses will be used to expand the high-pressure flow-through laboratory designed to simulate flow conditions within reservoir rock and/or well cement at depths up to 8,000 feet deep. The data derived from these dynamic flow-through tests will be used to improve the understanding of geologic sequestration of green house gases, validate models of this activity, and help derive their potential fate over long periods of time. Procurement Objectives. The purpose of this procurement is to contract the purchase of four (4) autoclaves for the geochemistry facility located in PDD. The 4 Parr Instrument Company 4576A Pressure Reaction Apparatuses are rated for operations at up to 5,000 psi and 300˚C. Parr pressure reaction apparatuses are currently used in the existing high pressure laboratory located in the PDD. The existing high pressure laboratory has undergone extensive engineering evaluation and design to receive the SARS Permit for Operations. These 4 additional pressure reaction apparatuses are necessary for expansion of the existing high pressure laboratory, and a requirement of the SARS permit is the utilization of the same manufacturer?s equipment used in the existing permitted lab. Thus, the Parr pressure reaction apparatuses are the only devices that can be purchased for use in the expanded laboratory. In addition, due to the volume of this purchase, Parr will include a 10% discount to the Government, resulting in a savings of $8,368 compared to purchase of individual pressure reaction apparatuses from separate and/or alternative v endors. Furthermore, these pressure reaction apparatuses utilize the same standardized spares and related ancillary equipment to include data acquisition systems with related software. No other vendor supplied equipment will work. Purchase of the 4 Parr pressure reaction apparatuses will thus result in a significant enhancement of PDD capabilities and meet the requirements of the existing SARS permitted laboratory, at a significant cost savings to the Government. As such, Parr Instrument Company is the appropriate and only vendor for the proposed contracted purchase. No other known vendor can provide the specific pressure reaction apparatuses necessary to meet the requirements of the PDD Flow-Through Laboratory at the significant cost savings for the Government. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Challenges must demonstrate the capability to provide all necessary data elements. If no challenges to acquire this item are received by 3:00 p.m. est, September 14, 2009, the government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
