- INTENT TO AWARD SOLE SOURCE CONTRACT TO LOGICAL SYSTEMS INCORPORATED (LSI) FOR CONTINUED MAINTENANCE AND ENGINEERING SERVICES. The U.S. Mission & Installation Contracting Command (formerly Army Contracting Agency), Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with Logical Systems Incorporated (LSI), 1708 Whitehead Road, Suite 101 Woodlawn, MD 21027. LSI has been the only source avaliable to service this equipment in previous years. No other service provider has submitted any quotes or acknowledged interest when sources were sought. Due to the historical nature of this particular procurement I am suggesting a sole source procurement. The contractor shall provide maintenance and engineering services for the following Government equipment. All standards within this document shall be met. "Period of Performance: I year from date of contract acceptance "Security Requirements/Entry to Post, Area, Building, etc: Standard ECBC visitor requirements to a non-surety location "Contractor Response Time: Contractor has 72 hours to initiate work after the Government has provided formal notification that equipment has malfunctioned. "Principle Period of Maintenance (PPOM): 8:00 AM 5:00PM, or while government employees are available. Maintenance and Engineering services will consist of the following tasks on the equipment listed in item 5 located in building E5165. 1. All work to be scheduled on an as needed basis. 2. Provide emergency repair on equipment. 3. Assist Government POC in troubleshooting problems with equipment. 4. Authorized to procure parts and/or equipment required to repair or modernize equipment. 5. Provide designated Government employee a written service report with each visit, detailing work completed. 6. Test Equipment covered: Q262 DMMP Gas Life Tester: SN 978-001 Q268 High Flow Alternative Test System (HFATS): SN 80300 Q223 DMMP Low Flow Gas Life Tester: SN 03166 Q223A1 Low Flow Collective Protection Gas Life Tester: SN US10649076 Low Flow Alternative Test Systems (LFATS) Recalculating Filter Unit (RFU) Filter Element Tester Individual Protection (IP) Support Test Equipment Q262A1 DMMP Gas Life Tester: SN US10833043 Duel Canister DMMP Gas Life Tester: SN US10723010 Fixed Site Support Test Equipment to include the LMP 2000s: SN # 101, 112, 117, 119, 128 The North American Industry Classification System (NAICS) for this requirement is 811219 and the size standard is 6.5M. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 08:30am, Eastern Standard Time, Sept. 4th, 2009. This notice of intent is a request for competitive proposals or a solicitation of offers.
