- RECOVERY- The resulting procurement under up-coming solicitation AG-0489-S-09-0050 is being funded via the American Recovery and Reinvestment Act of 2009 (ARRA). The contractor selected for this effort shall provide Tree Thinning and Grapple Pile Slashing. The project site will be within the Malheur National Forest, Oregon, Cabin Thin / Grapple Pile consists of 328 acres of pre-commercial thinning and grapple piling of small to moderate sized trees, in one entry / treatment. The approximate spacing of the leave trees, as prescribed in the solicitation, shall be 20 to25 foot on center. The grapple machine shall provide less than 8. 5 pounds per square inch of pressure and provide a reach of 28 to 30 feet. Project maps will be provided as part of the contract when issued. The NAICS code for this project is 115310, with a size standard of $17.5 (note 17) Million, for Fuel Management Services. The full detailed solicitation will be posted electronically at FedBizOpps website https://www.fbo.gov.The estimated issue/posting date of the solicitation will be September 21, 2009. At the time specified in the solicitation Offers(s) may submit their proposal in response to the solicitation. Note all offer(s) meeting the requirements specified in solicitation will be considered. The time allowed for proposal submittal shall be 30-days from the date the solicitation is transmitted in FEDBIZOPS, or by October 21, 2009, with a total-award time of approximately 60-days from the date of this notice. This solicitation is a Total Small Business Set Aside. This requirement is under Requisition 310636, and will also appear in FEDBIZOPS. However, these requirements will be issued under a solicitation. Full or partial funding for requirements to be completed by resultant contract award(s) may utilize funds provided by the American Recovery and Reinvestment Act of 2009. Inclusion of unique provisions required implementing the Act, including those for significant reporting and transparency requirements by the successful offeror(s) will be required in any resultant contract. The Awardees will be subject to Section 1512(c) of the Recovery Act which requires each contractor to report on its use of Recovery Act funds under the awarded contract. These reports will be made available to the public. The Contractor shall furnish all labor, supervision, equipment, materials, transportation, supplies, (unless specified elsewhere as Government-furnished) and incidentals required accomplishing the work. Specific technical or contractual questions related to this procurement will be answered after the issuance of the solicitation on September 21, 2009. General questions will be answered before the issuance of the solicitation.
