Description
The project will take place at the Melvin Price Federal Building & U.S. Courthouse at 750 Missouri Avenue in East St. Louis, IL 62201. The project shall consist of additional security fencing to add on to existing security fencing. The main objective for this fence is to keep non visitors of the courthouse out of the employee parking area, exit and entrance as well as to protect the equipment behind the loading dock. This project includes but is not limited to the following work: perimeter security fencing, fencing and gates, concrete driveway, concrete sidewalk extension, electrical feeds for security cameras, and security hardware. Extension of existing conditions must correspond in all respects with the existing conditions to which it connects, or is similar to existing conditions, in materials, workmanship and finish. The contractor will provide all management, supervision, manpower, equipment and supplies necessary for this project. Further, the prospective contractor must fully demonstrate their ability in renovating existing space at a commercial or government facility, in a manner that complies with Federal, State, and Local regulations and laws and within the time frames required. After award is made, the contractor's performance will be monitored both on-site and through periodic performance evaluations, as required. The contract completion time for this project is 60 calendar days from receipt of notice to proceed. Performance, payment and bid bonds as well as a bid guarantee will be required. The estimated cost range is between $100,000.00 and $250,000.00. This is a negotiated, best value procurement. The solicitation is open to all business concerns in accordance with the Small Business Competitive Demonstration Program. The North American Industry Classification System (NAICS) code for this procurement is 236220 with a size standard of $31 million. The Request for Proposal will be issued on or about September 17, 2009. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Business Opportunities (FedBizOpps). FedBizOpps is designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as the Central Contractor Registration (CCR) database. It is available for use by all Federal agencies. In order to obtain information from FedBizOpps, you will first be required to register with CCR. The Central Contractor Registration database is part of the Business Partner Network, an e-gov initiative, and it will be used to validate vendor identity. Effective October 1, 2003, all government contractors must be registered in CCR prior to receiving an award. You may access CCR via the following URL: http://www.bpn.gov. Once you have registered with CCR you will be required to register with FedBizOpps. No federal materials can be downloaded until you have registered under both sites. You may access FedBizOpps via the following URL: https://www.fbo.gov. At a minimum, all vendors must supply the following information: Your Company's Central Contractor Registration (CCR), Marketing Partner Identification Number (MPIN) [Note: You can obtain this from your Company's CCR Point of Contact], your Company's DUNS number or CAGE code [Contact Dun & Bradstreet at 1-800-333-0505 if you do not have a D&B Number], your telephone number, and your e-mail address. Any questions regarding this notification should be directed to the Contracting Officer whose name appears herein. Potential offerors will be responsible for downloading the solicitation and monitoring the website for any amendments to the solicitation. All responsive offers from responsible offerors will be considered.
