Description

sow The U.S. Census Bureau intends to contract with COPAFS on a sole source basis to provide a one-day workshop to obtain expert review of the Census Bureau's planned methodology for Demographic Analysis (DA) of the 2010 Decennial Census. This award is made under the statutory authority 41 USC 253 (c)(2) – Unusual & Compelling Urgency. The agency's need for the services is so urgent that providing a fair opportunity would result in unacceptable delays. Previous searches for contractors qualified to provide these services on similar levels of technical complexity have identified COPAFS as possibly the only organization with the ability to organize this conference within the needed time frame. The period of performance for this award will be from date of award through six months. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested parties must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to Lisa Safewright through email lisa.r.safewright@census.gov. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 5 days from the publication of this synopsis, a contract may be issued to COPAFS without further notice.
