REQUEST FOR INFORMATION (RFI) INVITATION FOR RAPID III MAR ASSESSMENTINVITATION TO RECEIVE FURTHER INFORMATION ON RAPID III MISSION ASSURANCE REQUIREMENTS(MAR) COMPLIANCE, RELEASE OF REVISED RAPID III MAR, RESPONSES TO MAR QUESTIONS RECEIVEDIN RESPONSE TO THE DRAFT RFP FOR RAPID III SPACECRAFT ACQUISITION (RSA) AND UPDATED DRAFTRFP SECTION L.22.2(d), APPENDIX C, SAFETY AND MISSION ASSURANCE MAIP.The National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center(GSFC) issued draft Request for Proposals(DRFP) NNG09207304J, on July 13, 2009, for theRSA (Rapid III) procurement. Part of the draft RFP included the Rapid III MAR, describingthe contract baseline safety and mission assurance requirements for the spacecraftdevelopment and related services that will be applicable under any Rapid III contract.The applicable MAR requirements are defined as Class D, as referenced under NASAProcedural Requirement [NPR] 8705.4. We received numerous questions with regards to theMAR, a number of which asked about compliance and whether existing industry practicessatisfied the specific requirements. As a result, NASA is releasing at this time, arevised Rapid III MAR, answers to the MAR questions, an updated draft RFP SectionL.22.2(d), Appendix C, and this invitation to potential offerors to submit informationrelated to their Mission Assurance Implementation Plan (MAIP). An offeror is not required to submit information related to their MAIP in response tothis RFI. This will, however, be an opportunity to receive Government feedback on yourpotential viability in satisfying the MAR requirements. The submission of thisinformation is not a pre-requisite for submitting a proposal to the Rapid III RFP. A. Presolicitation: This is an invitation (in the form of a Request for Information (RFI)) for potentialofferors to submit information related to their contemplated MAIP for planning purposes.The objective of this release is: to invite potential offerors to submit information thatallows the Government to provide feedback about their possible implementation plan, inpart or in full; to improve potential offerors understanding of the Governmentsrequirements; and to improve the Governments knowledge of industrys practices.Prospective offerors are invited to submit information at this time, prior to the releaseof the RFP, and the Government will provide its feedback prior to the proposal due date.Information provided by the Government in assessing the submitted information shall notbe considered an evaluation of a potential offerors MAIP acceptability ornon-acceptability, and in no way does it represent a final determination by theGovernment. The Government is also posting a revised Rapid III MAR and responses to questionsreceived on the MAR released with the DRFP on July 13, 2009. This preliminary informationis being made available for planning purposes only, subject to FAR Clause 52.215-3,entitled Request for Information or Solicitation for Planning Purposes. This procedureis described in Part 15.202(a) of the FAR. The RFI does not constitute a Request forProposal, Invitation for Bid, or Request for Quotation, and it is not to be construed asa commitment by the Government to enter into a contract. This procurement is subject toreview or cancellation at any time. Potential offerors may submit their MAR implementation plans for review by September 25,2009. The information may be submitted via mail to NASA/GSFC, Attn: Janet Osterman, Code401.1, Building 16W, Room N115, Greenbelt, MD 20771; or via electronic transmission toJanet.M.Osterman@nasa.gov. We anticipate release of the additional questions received on the DFRP (pertaining totechnical and procurement) by September 14, 2009, and release of the final solicitation(RFP) no sooner than October 2009. It is the responsibility of potential offerors tomonitor the NASA Acquisition Internet Service. B. Government Assessment: 1. NASA invites potential offerors to submit information that will allow the Governmentto advise them of their potential to submit a viable MAIP in accordance with the attachedrevised MAIP instructions (draft RFP Section L.22, 2(d), Appendix C, Safety and MissionAssurance MAIP). (Please note that GSFC-STD-1000D (the GOLD Rules) previously identifiedas a 'related document' is now a requirement.)2. Information Invited all of, or portions of, an offerors draft MAIP that willprovide the Government insight into an offerors approach or plan to meet therequirements of the Rapid III MAR for the purpose of providing an initial assessment.There is no page limitation with this submission. The offeror may submit previouslygenerated material in response to the MAIP. The offeror may submit material and processesthat they believe meets the intent of the MAR.3. NASA will assess the submitted information by considering the adequacy of meeting theRapid III MAR requirements. Following review of the submitted information, NASA willprovide each respondent a written assessment of the viability of their MAIP. NASAanticipates completing this assessment within three weeks.
