Description
National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis one (1) License Project Management GUI Upgrade service and one (1) SoftPath GUI Upgrade service with Soft Computer; 5400 Tech Data Drive; Clearwater, FL 33760. The North American Industry Classification System Code is 511210 and the business size standard is $25M. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106. In a joint effort to continue with enhancements to the NCI’s Clinical and Anatomic Laboratory Information Systems, the NCI is embarking on an upgrade to remain current and obtain the higher system release. This is an undertaking that will improve the Pathology, Clinical Lab, Microbiology, and the Blood Bank systems. SoftPath 4.3.0 provides many new features when comparing to our current version of SoftPath 4.2.1. The major change in AP 4.3.0 applies to Results Entry, a commonly used feature that is an integral part of the NCI’s process. New internal build-in editor TxtControl has been provided as an alternative to MS Word. With the many security patches to Word, this is a welcomed change for the NIH. A user may use TxTControl or MS Word or a combination of the two, depending on their own preferences. Resulting in TxtContol provides faster data entry and signout, more space on the screen for document view and editing due to flexible data entry panels. New results entry provides support for enhanced synoptic reporting (user defined, CAP predefined or Commercial, predefined version). One of the features of synoptic reports is the possibility to use them for Prostate Reporting including integration to Synoptic Reporting and dynamic prostate diagrams. New results entry and results document have built in handling for images and scanned document, audio and video capture and playback when SoftMedia product is installed. (not included). SCC Soft Computer is the only source for the upgrade software. This is a proprietary group of four (4) distinct programs that function separately for each area, while interfacing within each module to provide seamless integration of patient data. All the modules are currently interfaced with our hospital system (CRIS) for ordering and resulting of Lab/Microbiology, Blood Bank, and Pathology specimens. This system upgrade is mission critical as the mandatory upgrade of the other clinical lab areas, (Dept. of Laboratory Medicine and Dept. of Transfusion Medicine) is dependent on our system being upgraded. Period of Performance: Twelve (12) months upon date of award. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office on or before 11:00 AM ET, September 18, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
