Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES 13.5. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-33. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 for full and open competition. The FDA intends to issue a firm fixed-price purchase order for, brand-name or equal for the following laboratory equipment: 0001; SY-01 C6 Flow Cytometer ™ Plus Software (one license) and Workstation Computer, Qty – 1, 0002: SC-15 One Year Service Contract for C6 Flow Cytometer and CFlow Software, Qty – 1; KR-240 C6 Flow Cytometer Starter Kit, Qty – 1; CP-158 C6 Flow Cytometer ™ 1-Year Maintenance Kit, Qty – 1 Statement of Work (SOW)/Performance Work Statement (PWS). The Flow Cytomer System will enable researchers to count, examine, and sort microscopic particles suspended in a stream of fluid. Additionally, the researcher will be able to manipulate, annotate and or simply analyze the data. The integrated system must meet the following specifications: 1.The system must operate at 488nm (rated at 20,000hr life) and 640nm (rated at 20,000hr life). 2.The laser profile must be 15 x 75 microns 3.The scatter detection should be forward (0 degrees +/-15); side (90 degrees, +/-15) 4.The emission detection should be four (4) colors, user swappable optical filters. A standard set should be installed: a. FL1 530 / 30nm (FITC/GFP) b.FL2 585 / 40nm (PE/PI) c.FL3 >670nm (PE-Cy5, PE-Cy5.5, PerCP-Cy5.5,PE-Cy5, PE-Cy7) FL4 675 / 25nm (APC) 5.The optical alignment should be a fixed alignment. 6.The flow cell should have a 200 micron ID quartz capillary 7.A minimum particle size of 1um and minimum sample size of 30 ul should be available 8.The system should have a nominal flow rate (variable) of 10 to 100 ul/min 9.The fixed flow rates and core sizes should be at least slow (flow = 14 ul/min) and medium (flow = 35 ul/min; core 16 um) and fast (flow= 66 ul/min; core = 22 um) QUESTIONS DEADLINE: all questions must be received by email (deborah.hammond@fda.hhs.gov) 10:00 am (EST on 08 September 2009. Delivery terms shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," and 2) Price. Technical Capability is significantly more important than price. Evaluation of Technical Capability shall be based on the requirements provided in the quotation. Offerors shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. The Government intends to award a Firm Fixed-Price Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. Additionally, all quotes shall include price (s); FOB point; a poc (name and telephone number); a statement from the offeror verifying that they are CCR Registered under NAICS code 334516; delivery date (delivery date is of the utmost importance); business size; and payment terms. Delivery shall be to 3900 NCTR Road, Jefferson, AR, 72079 FDA intends to make an award soon after the response date of this notice and all bids must be submitted via email to Debbie Hammond, (deborah.hammond@fda.hhs.gov) 10:00 am (EST on 08 September 2009. Offerors shall ensure the RFQ number is visible in the header of the email.
