Description
The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Occupational Health Dynamics, Pelham, AL 35124, under the authority of Federal Acquisition Regulations (FAR) 6.302-1, Only One Source Reasonable Available, to acquire 35 Respirator Fit Testing Systems complete with printers and necessary adapter kits. The technical specifications are as follows: • Unit uses the control negative pressure method of fit testing • Unit calculates a fit factor by dividing the leak rate by the modeled breathing rate • Unit directly measures the leak rate in ccs/minute • Unit will come equipped with Microsoft Windows based software capable of working with Windows 2000, XP, and Vista • Unit will have the ability to select inspiratory work rates based on thousand of calories/hour (CPM) = 100 cpm-light activity, 300 cpm-heavy activity, 350 cpm-extreme activity • Unit will have the ability to select male/female gender • Unit must have the ability to be calibrated to a NIST standard • Unit must have ability to update on-board firmware via an internet connection, via upload and installation • Unit must be able to store test records and allow for transfer of stored test records to a PC via data stick • Unit must be able to have the ability to print to an external printer either via USB connection or through a Windows-based PC • Unit must be able to operate in environments no dependent on air quality or pollutants. Based on extensive market research conducted by the FBI, the Quantifit Respirator Fit Testing System is the only product the meets the requirements above. This Notice of Intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 3:00PM, EST, Tuesday, September 8, 2009, by email to lisa.jackson@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with FAR Parts 12. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a) and must be registered in the Central Contractor Registration Database at http://www.ccr.gov.
