- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology (LP), plans to procure on a sole source basis the brand name xCELLigence system RTCA DP Plate station/analyzer and RTCA Control Unit with Roche Diagnostics; 9115 Hague Rd.; Indianapolis, IN 46250-1025. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System code for this acquisition is 334516 and the business size standard is 500 employees. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET, on September 18, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Part I Background Information and Description of the Requirement The xCELLigence system will be used to upgrade and replace the existing instrument (ACEA RT-CES CIM with control unit). The new system provides a unique means to monitor cells in real-time without artifacts generated through the use of labels. This non-invasive measurement allows detection of changes in adherence, morphology and viability, which provides physiologically relevant data throughout the time course of the experiment. The unique innovative micro-electrode configuration of the system covers 80% of each well bottom's surface area, and real-time measurement of impedance across the electrodes provides sensitive immediate detection of the cellular condition and response from low cell numbers to confluency. This feature enables the following wide array of applications: cell proliferation; cell quality; compound medicated cytotoxicity; cell adhesion and spreading; functional monitoring of receptor tyrosine kinase and GPCR signaling; IgE receptor function; cell invasion and migration; barrier function and viral quantification. The aforementioned features will enable the lab to monitor and quantify a large range of cellular assays critical for research and publications. Delivery Date: 2 weeks from date of award. On-site Installation (included): will be provided by the Contractor to include all necessary support and assistance during the set-up of the instrument. Part II. Facts and Reasons to Justify Other than Full and Open Competition: 1. Statutory Authority: Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1). 2. Justification The government will trade in the following: ACEA RT-CES CIM with control unit towards the purchase. It is critical for continued laboratory research that the equipment is purchased through Roche Diagnostics. In 2006, the Laboratory of Pathology Branch purchased from ACEA Bioscience a Plate station/analyzer: The ACEA RT-CES CIM and control unit. Roche Diagnostics has since acquired ACEA and updated and improved the instrument which is vital towards current research projects and publications. Roche Diagnostics is the sole manufacturer of the xCELLigence system RTCA DP Plate station/analyzer and RTCA Control Unit.
