- Description
- The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Bruker Optics for the purchase of a Nuclear Magnetic Resonance (NMR) Body Composition Analyzer.The US EPA requires an instrument that measures the relative proportions of fat, water, and lean tissue in living rodents. This system will improve the study of the mechanism of action of environmental toxicants including specific areas of research such as pharmacokinetic modeling of the distribution of toxicants in the body, effects in developing and aging organisms, and in the study of diabetes/obesity models.The government seeks a system with the unique capabilities of measuring lean tissue, fat, and fluid in living mice and rats without the use of anesthetics. The government is seeking analysis which is rapid with measurements taking no less than 2 minutes. The measurements should be made without the use of consumables and must be made in mice and rats with a weight of up to ~800 grams. The system must also include restraining tubes to handle mice and rats, software for body composition analysis, and onsite installation and training, and calibration. Bruker Optics, Inc. is the only known source able to satisfy the government?s requirements.However, any firm believing itself capable of meeting EPA?s requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
