Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being fully procured with funds provided by the American Recovery and Reinvestment Act of 2009. The U.S. Army Corps of Engineers (USACE) St. Paul District intends to award a Firm Fixed contract. This requirement consists of preparing a Data Recovery Plan and undertaking Phase III mitigation for the Strandlund Archaeological Site (21 RO39). The St. Paul District, Corps of Engineers, has determined that Site R0390 is eligible for listing on the National Register of Historic Places. Site 21 RO39 will be mitigated as a result of direct impacts from proposed construction of the Roseau Flood Control Project, Roseau County, Minnesota. The solicitation number is W912ES-09-R-0037 and is issued as a request for propsoals (RFP). This solicitation will be issued in accordance with FAR Part 12 and evaluated in accordance with FAR Part 13. This acquisition is being conducted in accordance with FAR Subpart 13.5 test program procedures for commercial items. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. This requirement is unrestricted, open to businesses of all sizes. The associated North American Industrial Classification (NAICS) code is 541720 and the business size standard is $7,000,000. This requirement consists of one (1) line items: 0001 Data Recovery Plan and Phase III mitigation for the Strandlund Archaeological Site (21 RO39), located in Roseau County, Minnesota, in accordance with the Scope of Work (Unit: LS; Qty; 1). A detailed description of the line item is included in the Solicitation and will be provided upon request. Delivery will be FOB destination to St. Paul, MN. The estimated completion date for this requirement is May 31, 2010. This combined synopsis/solicitation incorporates one or more clauses and provisions by reference with the same force and effect as if they were stated in full text. Full text provisions and clauses can be viewed at http://farsite.hill.af.mil/. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, applies to this acquisition. Award will be made to the responsible offeror whose offer, conforming to this combined synopsis/solicitation, will be most advantageous to the Government, price and other factors considered. The following text is added to paragraph (a) of FAR 52.212-2, Evaluation of Offers: The Government intends to award to the offeror representing the best value on the basis of (i) technical approach; (ii) past performance; (iii) team composition; (iv) schedule; and (v) price. Technical approach, past performance, team composition, and schedule, when combined, are considered approximately equal to price. Technical Approach: Offerors will provide a technical description on firms approach to project. The description will address the theoretical and methodological approach, the cultural history of the region, the regional environmental history and local geomorphological conditions germane to archaeological investigations. The technical description will not exceed 10 pages. Past Performance: Offerors will provide references on previous projects, highlighting projects completed in the region. See clause 52.212-1, subsection (b)(10), on providing past performance information. Team Composition: Offerors will provide a list of team members proposed fro use on this project, including resumes for all key personnel. Schedule: Offerors will submit a proposed schedule for significant task accomplishment. Additional instructions are provided in 52.212-2 of the solicitation. The provisions at 52.212-3 (Alt I), Offeror Representations and Certifications Commercial Items; and 52.219-1 (Alt I), Small Business Program Representations, apply to this acquisition.
