- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this solicitation is being awarded to Bruel & Kjaer North America Inc. as authorized by FAR 6.302-1. The solicitation document is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30, effective 15 January 2009. Prospective offerors must be CCR registered and must complete the ORCA on-line representation or provide a copy of their representation and certification as required by FAR Clause 52.212-3. The NAICS code for this solicitation is 331111 and the size standard is 1,000 employees. 1.Description of Action. This procurement action will result in a sole source firm, fixed priced contract with Bruel & Kjaer North American Inc, As authorized by FAR 6.302-1, use of procurement by other than full and open competition is necessary because Bruel & Kjaer North America Inc, is the only known company that can meet the Governments requirements for an evaluation and replacement of a slip plate compatible with their high frequency vibration system that is currently owned by the government. 2.Description of Supplies/Services: The slip plate shall have the requirements listed below "Replacement Slip Plate for LPT1220 "48x48 Magnesium Slip Plate "(189) Specimen Mounting Inserts 3/8-24 on a 4 x 4 grid plus Armature Pattern During installation an evaluation will be performed by Bruel & Kjaer North America Inc, to assess the state of the current slip table. If during the evaluation it is determined that the slip table is damaged beneath the slip plate the contract will be modified to reflect replacement of the slip table. The estimated total value of this procurement is $20,000 3.Authority Cited: 10 USC 2304(c)(1), (Only One Responsible Source) as authorized by FAR 6.302-1. As authorized by FAR 6.302-1, use of procurement by other than full and open competition is necessary because Bruel & Kjaer North America Inc, is the only known company that can meet the Governments requirement for an evaluation and upgrade/replacement that will interface with the Bruel & Kjaer North America Inc, High Frequency Vibration System (v864-640LT-LT1220) that is currently in possession with the government. The Government needs this added item/capability added to its existing vibration system to support testing of chemical/biological equipment, weapon sights, and Sets, Kits, Outfits, and Tools (SKOT). 4.Market Research: Market Research was conducted by the Technical Engineer (TE). This market research determined Bruel & Kjaer North America Inc, as the only known source of supply that has the capability and technical expertise to satisfy the needs of the Government. The item in question has to interface with a Bruel & Kjaer North America Inc, High Frequency Vibration System (V864-640LT-LPT1220). No other source is able to deliver acceptable service/products that will interface with the high frequency vibration system.
