Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Behavioral Research Program (BRP), plans to procure on a sole source basis studies to refine the Tobacco Harm Reduction Network in the area of health effects of Potentially Reduced Exposure Products from the University of Minnesota, Department of Psychiatry, 2701 University Avenue S.E., Suite 201, Minneapolis, MN 55414. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541690 and the business size standard is $7 M. The period of performance shall be twelve (12) months from date of award. <img src="file:///C:/DOCUME~1/maresk/LOCALS~1/Temp/msohtml1/01/clip_image001.gif" alt="" width="2" height="76" /> Potentially Reduced Exposure Products (PREPs) are tobacco products that are purported to be less harmful than regular products. At the present time, there is little research to support the claim of reducing harm. In introducing and advertising these new products, some manufacturers are focusing on the harm or exposure reductions (e.g., Eclipse and Advance), while other manufacturers are not making any outright health claims (e.g. Marlboro Extra Smooth). The public health community, having experienced a similar situation with the introduction of "light" cigarettes, wants to respond quickly and appropriately to the introduction of this new class of cigarettes. <img src="file:///C:/DOCUME~1/maresk/LOCALS~1/Temp/msohtml1/01/clip_image002.gif" alt="" width="2" height="50" /> The Tobacco Control Research Program (TCRB) within the Behavioral Research Program, Division of Cancer Control and Population Sciences, has taken a leadership role in analyzing biologically active chemical constituents in tobacco products, and their likely public health impacts and recommended policy implications for many years. TCRB's role has been important in designing and implementing various successful tobacco control initiatives, as well as in global tobacco control initiatives. The research study to be completed under this contract will further and refine the Tobacco Harm Reduction Network to better calibrate the likely health effects of Potentially Reduced Exposure Products (PREPs). This is in keeping with TCRB's mission and lead role in tobacco control research. Specifically, the contractor shall 1) develop a "user friendly" database of smokeless tobacco analyses, link the database with information on labeling and promotion of these products through surveillance work conducted by TSEEN, and make the database available to the broader research community through the THRN website; 2) develop a review manuscript on the scientific basis for nicotine regulation, incorporating existing scientific literature and proceedings from two previous workshops; 3) in collaboration with the NCI, identify experts and workshop participants to serve as co-authors or reviewers of the manuscript; and 4) organize and conduct one 2-day meeting of researchers studying new smokeless tobacco products for the purpose of developing a research agenda for product analysis, address policy implications from the marketing of this category or products as agents of harm reduction, and address how the smokeless tobacco database can be expanded and best serve as a tool to advance research. <img src="file:///C:/DOCUME~1/maresk/LOCALS~1/Temp/msohtml1/01/clip_image003.gif" alt="" width="2" height="64" /> <img src="file:///C:/DOCUME~1/maresk/LOCALS~1/Temp/msohtml1/01/clip_image004.gif" alt="" width="2" height="67" /> <img src="file:///C:/DOCUME~1/maresk/LOCALS~1/Temp/msohtml1/01/clip_image005.gif" alt="" width="2" height="225" /> <img src="file:///C:/DOCUME~1/maresk/LOCALS~1/Temp/msohtml1/01/clip_image006.gif" alt="" width="2" height="130" /> <img src="file:///C:/DOCUME~1/maresk/LOCALS~1/Temp/msohtml1/01/clip_image007.gif" alt="" width="2" height="69" /> The Department of Psychiatry at University of Minnesota houses the University individuals who smoke and chew tobacco and also collaborates with other researchers at the University to conduct laboratory studies and analyses of tobacco products and human study measurements. The University also holds an NIH-funded Transdisciplinary Tobacco Use Research Center (TTURC) focused on developing methods and understanding mechanisms associated with reducing tobacco toxin exposure. Researchers at the University of Minnesota have built a collaborative, transdisciplinary research network over 10 years under the TTURC. Additionally, the focus of that work has been oriented around tobacco harm reduction and exposure reduction in particular. The University has critical experience in organizing previous workshops on tobacco harm reduction and other topics and has previously overseen the development of the Tobacco Harm Reduction Network. The University also has a complete IT staff which has developed a prototype website for the Tobacco Harm Reduction Network (THRN). As the owner of the associated THRN databases, the UMN is the only organization with proprietorship of the data for manipulation, addition and enhancements, and no other organization is authorized to develop the aforementioned databases and conduct related analyses; accordingly, the University of Minnesota uniquely qualified to perform this task. <img src="file:///C:/DOCUME~1/maresk/LOCALS~1/Temp/msohtml1/01/clip_image008.gif" alt="" width="2" height="38" /> This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11: 00 a.m. EST on September 18, 2009. It is the vendor's responsibility to ensure questions have been received by the contract specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
