- RECOVERY--1) THE 1 M/S WIND SPEED COMPONENT IS NOT APPLICABLE AND SHOULD BE REMOVED FROM THE STANDARD TEST CONDITIONS (STC) REQUIREMENT FOUND IN SECTION 4D9 OF THE PROPOSAL INSTRUCTIONS ON THE RFP DOCUMENT (AND ANYWHERE ELSE FOUND WITHIN THE RFP OR THE TECHNICAL SOW). 2) WHEN THE FACILITY THAT WILL BE SERVED BY THE FUTURE PVES WAS DESIGNED AND CONSTRUCTED, A DEDICATED 200 AMP 3 PHASE FRAME SPACE FOR THE FUTURE PHOTOVOLTAIC CIRCUIT BREAKER WAS INCORPORATED ONTO THE LOAD SIDE OF THE ELECTRICAL MAIN DISTRIBUTION PANEL (MDP). ADDITIONALLY, THE FACILITYS MAIN CIRCUIT BREAKER TRIP SETTING (WHICH IS SUPPOSED TO BE SET TO 800 AMPS) PLUS THE AVAILABLE PVES 200 AMP CIRCUIT BREAKER TOTALS THE BUILDING'S BUSS BAR RATING OF 1000 AMPS. FOR THE PURPOSES OF PREPARING THE PROPOSALS, THE PROPOSERS CAN USE THIS INFORMATION AS THE BASIS OF THE EXISTING ELECTRICAL INFRASTRUCTURE FOR CONNECTION OF THE FUTURE PVES. ANY ACCOMMODATIONS (AND THEIR ASSOCIATED COSTS) NECESSARY TO ENHANCE OR CONNECT TO THE STATED EXISTING FACILITY'S ELECTRICAL INFRASTRUCTURE WILL NEED TO BE ACCOUNTED FOR IN THE PROJECT SCOPE AND PROPOSAL PREPARED BY THE PROPOSER. PROVIDING THIS ELECTRICAL INFRASTRUCTURE INFORMATION DOES NOT ALLEVIATE THE CONTRACTOR'S RESPONSIBILITY TO VERIFY EXISTING SITE CONDITIONS (IN ACCORDANCE WITH THE TECHNICAL SOW, PAGE 1 UNDER CONTRACTOR'S RESPONSIBILITY AND ON PAGE 11, SECTION 4[EXECUTION] PARAGRAPH 1.3). THE SELECTED CONTRACTOR MUST NOTIFY THE GOVERNMENT OF ANY VARIANCE FROM THIS STATED EXISTING ELECTRICAL INFRASTRUCTURE UPON DISCOVERY (AND AS EARLY INTO THE PROJECT AS POSSIBLE) SO THAT APPROPRIATE CORRECTIVE STEPS CAN BE TAKEN WITHIN THE EXISTING PROJECT BUDGET. 3) WE WERE NOTIFIED ON WEDNESDAY (02 SEPT 09) FROM XCEL ENERGY OF A RESERVATION DEPOSIT THAT IS NOW REQUIRED (IN LIEU OF THE SECURITY FUND DEPOSIT) FOR THE SOLAR REWARDS MEDIUM PROGRAM. THEREFORE, THE RESPONSE (IN REFERENCE TO THE XCEL SECURITY FUND DEPOSIT) PREVIOUSLY POSTED ON FED BIZ OPPS, WILL NOW BE SUPERSEDED WITH THIS UPDATED INFORMATION BELOW. ADDITIONALLY, THE PREVIOUS WEBLINK TO THE SOLAR REBATE MEDIUM SIZE REWARD PROGRAM IS NO LONGER ACTIVE. THE NEW XCEL SOLAR REBATE MEDIUM SIZE REWARD PROGRAM DETAILS CAN NOW BE FOUND AT THE BELOW WEBLINK, ALTHOUGH THERE IS AT LEAST ONE ERROR ON THE NEW WEB LINK (WHICH IS SUPPOSED TO BE FIXED SOON). http://www.xcelenergy.com/Residential/RenewableEnergy/Solar_Rewards/Pages/MediumProgramDetails.aspx ALTHOUGH THIS NEW RESERVATION DEPOSIT IS FULLY REFUNDABLE AT THE END OF THE PROJECT, THERE ARE STIPULATIONS FOR THE TIMELINE IN WHICH THE PROJECT HAS TO BE COMPLETED IN ORDER TO NOT FORFEIT THE RESERVATION DEPOSIT. PROPOSERS SHOULD VISIT THE NEW SOLAR REBATE MEDIUM SIZE REWARD PROGRAM WEBLINK (ABOVE) FOR THE UPDATED REBATE INFORMATION. IF THE PROPOSER DOES NOT BELIEVE THAT THEIR PROPOSED PROJECT TIMELINE MEETS THE RESERVATION DEPOSIT REFUND TIMELINE REQUIREMENT (WHICH IS INCORRECTLY STATED IN THE ABOVE WEBLINK, BUT DEFINED IN THE FOLLOWING TEXT), THEN THE PROPOSER SHOULD ACCOUNT FOR THE APPLICABLE RESERVATION DEPOSIT AMOUNT IN THE CONSTRUCTION PORTION OF THEIR PROPOSAL. THE RESERVATION DEPOSIT AMOUNT IS BASED ON THE CONSTRUCTED PVES SIZE, AND WE UNDERSTAND IT TO BE $500 FOR PV SYSTEMS UP TO 100 KW (CONSIDERED TIER 1), AND $1,500 FOR PV SYSTEMS BETWEEN 100.1 KW AND 500 KW (CONSIDERED TIER 2). ALTHOUGH THE XCEL REWARDS MEDIUM SOLAR PROGRAM WEBSITE SAYS (WITHIN THE RESERVATION DEPOSIT PARAGRAPH) THAT THE PROJECT ONLY HAS 6 MONTHS TO BE COMPLETED BEFORE THE RESERVATION DEPOSIT IS FORFEITED, WE HAVE BEEN TOLD BY XCEL THAT THIS INFORMATION IS INCORRECT. SPECIFICALLY, WE HAVE BEEN TOLD THAT A PROJECT ACTUALLY HAS 9 MONTHS FROM WHEN THE PROJECT SOLAR APPLICATION IS APPROVED TO WHEN THE NET METER ORDER/INSTALL MUST BE COMPLETED TO NOT INCUR A FORFEITED RESERVATION DEPOSIT. THE SELECTED DESIGN/BUILD CONTRACTOR WILL BE RESPONSIBLE FOR PAYING THE APPLICABLE RESERVATION DEPOSIT. FINALLY, THE RESERVATION DEPOSIT FEE SHOULD BE INCLUDED IN THE CONSTRUCTION PORTION OF THE PROPOSERS BID ONLY IF THE DESIGN/BUILD CONTRACTOR BELIEVES THAT THEIR PROJECT SCHEDULE IS SUCH THAT THE PROJECT (AND THE NET METER ORDER/INSTALL) WILL LIKELY NOT BE COMPLETED WITHIN THE DEPOSIT REFUND PERIOD (9 MONTHS FROM THE SOLAR APPLICATION APPROVAL DATE), RESULTING IN A FORFEITED RESERVATION DEPOSIT.
