Description
The Department of Labor has a requirement for CQ.com services. Employment Benefits Security Act requests CQ.com services, i.e publication and user licenses for CQ.com. CQ.com is an online data source for congressional activities used by the Office of Policy and Research (OPR) to obtain information on congressional activities that pertain to the Department of Labor and Employment Benefits Security Administration. This will be an unrestricted requirement. A sole-source, firm-fixed price contract is anticipated. It is intended that this requirement will be awarded to Congressional Quarterly, Inc, 1255 22nd Street, NW, Washington, D.C. 20037-1255. The proposed contract action is for services which the government intends to award to one source under authority of FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 519130 with a size standard of 500 Employees. The Standard Industrial Classification code is 2721. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet this requirement by facsimile (202)-693 -4579, 10 September 2009 at 12:00 PM. Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Information concerning CCR registered requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. The government reserves the right to evaluate and give evaluation credit for proposed features that exceed either the stated thresholds or objectives. The lowest price may not necessarily receive the award; likewise, the highest technically rated offer may not necessarily receive the award.
