Description
Request for InformationDepartment of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Enterprise Development (OED) VETSNET Development and Testing Support Services Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Enterprise Development (OED) is evaluating contractor services for project management, business analysis and design, application development, data conversion, transition planning, testing of applications and quality assurance for the VETSNET Products Division (VPD) headquartered in St. Petersburg, Florida. The Government anticipates a five-year contract (one base period of eight months and four option years). It is anticipated that this will be a fixed price contract. The contractor will be required to perform at the following locations: St. Petersburg, FL; Austin, TX; Hines, IL; and the contractor's facility. The Government is conducting market research to identify knowledgeable, qualified and experienced sources capable of providing the services as listed. At this time, only responses from the following business categories will be accepted:a)Service Disabled Veteran Owned Small Businesses (SDVOSB).b)Veteran Owned Small Businesses (VOSB).c)Socially and Economically Disadvantaged Business (SEDB) 8(a) Program.d)Any other small business concern. The information provided via this Request for Information (RFI) will be used by VPD for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Veterans Administration will NOT be responsible for any costs incurred by interested parties in responding to this RFI. Responses to this RFI will assist in identifying vendors with demonstrative capabilities and experience related to the required project management, business analysis and design, programming, data conversion, testing of applications and quality assurance. This work entails developing and deploying highly integrated complex applications in a critical and demanding user environment. Organizations with specific knowledge of VA's ProPath methodology and certified CMMI Level 3 are of particular interest. IMPORTANT NOTE: Interested vendors may respond to this RFI for development services and/or testing services. If the government chooses to acquire these services at a later date, two separate solicitations will be issued, one for development, and another for testing. The same vendor will not provide both services. Required Capabilities:Project management:"Valid Project Management Professional (PMP) certification"Driving business analysis, development, testing, quality assurance and delivery of complex applications in demanding environments"Specific experience supporting application developers and testers involving a variety of government and contract staff, including end users"In-depth and proven experience providing advice and consultation to senior management, and facilitating exchanges of information among government and contract developers, testers, and end users"Ensure support deadlines are well-planned, executed, and meet customer- identified requirementsBusiness requirements and functional specifications"Implement a professional customer-focused approach responding to customer needs through proactive problem-solving and timely communications"In-depth experience performing functional business and/or technical software analysis"In-depth knowledge of relational databases and class data structures"Experienced in the use of the following tools: Serena Dimensions, IBM Rational (RequisitePro, ClearQuest, ClearCase, Modeler)Software design, development and maintenance"In-depth experience performing System Development Life Cycle (SDLC) activities for: Oracle applications version 10 or higher, utilizing Oracle Forms, Oracle Reports, Oracle Designer, JDeveloper, PL/SQL Developer and other Oracle development tools and products "In-depth experience developing applications in one or more of the following languages: C (++, et al) Java (J2EE) HTML, Procedural Language Structured Query Language (PLSQL), Structured Query Language (SQL) and Visual Basic"Knowledge of middle tier technologies (e.g., BEA Tuxedo, Feith Tomcat, Oracle J2EE Portal, Oracle Forms Server, Oracle Application Server, etc.)"Primavera ITPO (includes reporting on Earned Value)"Knowledge of Service Oriented Architectures and 508 Compliance regulationsTesting of applications and quality assurance (CMMI Level 3)"Exceptional controls must exist to insure no conflict of interest between the development services and the testing services"Rational Suite testing tools (or similar testing and reporting tools)"Rational Requisite Pro, ClearQuest and Clear Case (enterprise requirements/defect and design change tracking, and document storage tool)"Primavera TeamPlay (enterprise project tracking software)"Ability and experience in planning, scheduling, managing, conducting and reporting on the testing of applications for usability, reliability, conformance to standards and fulfillment of user requirements in similar broad-based benefits systems.Transition support"In-depth experience in contract transition, planning and project support"In-depth experience in risk management and risk mitigation planning"Technical capability to deal with development and other associated support activities during transition Interested parties shall submit a response to this market survey that does not exceed 6 single-sided, typed pages using 12-point type or larger in Arial font, one inch margins and using MSWord version 97-2003. The page limit does not apply to advertising material such as company brochures and catalogs. If there is any information you deem proprietary, please mark accordingly. The statement must be submitted NLT 2:00 P.M. EST, 17 September 2009. Your response shall include the following: 1) Capability Statement - This document should address your company's capabilities, knowledge and experience related to the Areas of Interest described above. Address clearly and concisely how your company shall support this contract. Please also indicate if your company currently has a General Services Administration (GSA) or Government-wide Acquisition Contract (GWAC) to provide state-of-the-art, total integrated solutions to Information Technology (IT) requirements. (Maximum of four pages)2) Past Performance and Experience Statement - Any relevant current or previous experience should be included within this statement. This should include a summary of not more than three contracts for the same or similar tasking that your company is currently performing or has completed within the last five years and should define complexity in order to differentiate between routine and complex systems. (Maximum of two pages)3) Comments concerning this requirement are welcome and optional.
