Description
RECOVERY ACT PROJECT. The Philadelphia VA Medical Center (PVAMC)intends to issue an Invitation for Bid (IFB) for the services of aqualified contractor to perform various upgrades to our BehavioralHealth Clinic at the PVAMC, 3900 Woodland Avenue, Philadelphia, PA19104. The contractor will be required to provide all labor, materials,tools, equipment and supervision for the proposed work to upgrade theBehavioral Health Clinic, on the Seventh Floor of Building #2. The workwill include general construction alterations, selective demolition,rough and finish carpentry, thermal and moisture protection (minor),doors and windows, finishes, specialties, equipment, furnishings, firesuppression, plumbing, HVAC, electrical and communications work andother related items. All work shall be done in strict accordance withthe specifications and drawings provided in the IFB. Because PVAMC willbe providing continuous, 24 hour patient care while construction istaking place, the contractor will need to conduct the work with minimaldisturbance to PVAMC daily operations. This requirement will besolicited as a Service-Disabled, Veteran-Owned, Small BusinessSet-Aside. Bids will only be accepted by Service-Disabled,Veteran-Owned, Small Businesses. Further details of all requiredsubmissions will be provided in the IFB. Distribution of the IFB willbe limited to electronic medium and the PVAMC will not provide hardcopies of any documentation. The IFB, including all bid documents,specifications, forms and drawings, will be available for download at nocharge from the Federal Business Opportunities website (www.fbo.gov) onor about August 14, 2009. It is the responsibility of bidders toaccess that website and obtain copies of all relevant documents. Thedeadline for submission of bids and the date of bid opening is expectedto be September 10, 2009. All inquiries regarding this opportunity mustbe made in writing to the Contract Specialist, preferably by e-mail, tothe e-mail address specified below. The NAICS (North American IndustryClassification System) code is 236220, small business size standard of$33.5 Million. The completion time for this project will be 300calendar days. The Government's estimate is between $2,000,000 and$5,000,000. NOTE: Under no circumstances shall the PVAMC provide anyon-site parking for contractor or sub-contractor workers or employees.
