- RECOVERY ACT - The following requirement (Replace Drain/Water/Sewer - Phase 5, consisting of the replacement of plumbing in C Wing - basement thru 8th floor - Bldg 1 at the Carl T. Hayden VA Medical Center, Phoenix VA Healthcare System, Phoenix, AZ) is advertised as "information only" and is limited to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) pursuant to the authority set forth in 38 USC 8127, and PL 109-461, Veterans First Act. Under this authority, a limited competition set-aside will be conducted among 3 qualified SDVOSB's. The VA intends to conduct this acquisition by use of a Competitive Source Selection Process under SDVOSB set-aside procedures, in accordance with the provisions set forth in the Request for Proposal (RFP) and FAR 19.5. From this solicitation, only one contract shall be awarded for a Firm-Fixed Price Construction Contract to the most advantageous proposal to the Government; price, and technical factors considered.
