- DEPARTMENT OF VETERANS AFFAIRS NETWORK 22 LOGISTICS OFFICEJUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONFAR 6.302-1, 41 U.S.C. 253 (c) (1) 1.Agency and Contracting Activity Identification: The Department of Veterans Affairs Network 22 Logistics Office, 5901 East Seventh Street, Long Beach, California, as directed by the VA San Diego Healthcare System, San Diego, California, intents to enter into a service contract that will require justification for other than full and open competition. 2.Nature of Acquisition Being Approved: Sole source contractor shall provide clinical studies service regarding Post Traumatic Syndrome Disorder for Marines for the VA San Diego Healthcare System Research Department under the terms and conditions of a service contract. 3.Description of Requirement: VA San Diego Healthcare System Research Department is requesting sole source service contract from William P. Nash, M.D., 9511 Draycott Ct. Burke, VA 22015 to provide clinical studies service regarding Post Traumatic Syndrome Disorder for Marines. The period of performance shall be a base and two option year contract at an estimated total cost of 163,323 ($54,441 for base year, $54,441 for option year one and $54,441 for option year two). 4.Statutory Authority Permitting Other Than Full and Open Competition: The service being procured under the authority of 41 U.S.C. 253(c) (1), FAR Part 6.302-1(2), only one responsible source. 5.The Nature of the Acquisition Requires Use of the Authority Cited: Dr. William P. Nash is being requested on a sole source basis for the role of Associated Investigator on the Marine Resilience Study with active military OEF/OIF marines. He has provided this service since its inception in 2005 while in active duty. As in independent it is essential that he perform his duties in this capacity of a contract. He has proven exemplary performance standards and has in depth knowledge of the study with regards to scientific development. His current retired status with the military provides him the ability to interface with the military leadership for the ultimate success of project. This is also important in terms of disseminating study information to the Marine Corp upon the acquisition of results. He will be integral in the decisions and activity for result processing and manuscript development. This experience and knowledge is an irreplaceable role at this critical stage in the study. In addition, the study's primary outcome is related to traumatic events and this contractor's experience with direct military combat including conflicts in Fallujah in 2004. This contractor is being utilized without competition at this time due to the sole source requirement. It is determined to be in the best interest of the Government to enter into a contract with this contractor. 6.A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized: See number 5 above. Presolcitation Notice was transmitted to the GPE (Fedbizzopps). 7.Anticipated Cost: The anticipated cost should be fair and reasonable to the Government based on the using service estimate and past prices paid for similar services. 8.Results of Market Survey: Market research information was also obtained by other contractors and through historical data. 9.Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. See number 5 above. 10.Any Other Interested Sources: There are no other sources that expressed in writing an interest in the service other than the incumbent who cannot perform the requirements. See number 5. 11.A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: None.
