- The Bureau of Public Debt, on behalf of the Deparment of Homeland Security (DHS), intends to award a sole source modification KPMG on Task Order TPD-FIG-05-K-00045 under GSA Contract GS-23F-8127H to cover the costs of auditing the American Recovery and Reinvestment Act funds in the consolidated CFO Audit. The delivery order provides for the CFO audit for all the DHS-IG components. In 2009, DHS received $2.7 billion under the American Recovery and Reinvestment Act of 2009 (ARRA). These funds were provided to six components in DHS. The Act requires DHS to meet transparency requirements including reporting separately on the funds in the financial statements. Additional audit procedures are required under ARRA. OMB guidance indicates ARRA funds will be segregated and separately disclosed in the Annual Financial Report, yet included in the consolidated audit report. The intent of the original order was to perform the CFO audit activities for all of DHS. The Government intends to issue a sole source modfication for the following reasons: 1. The funding is dispersed thoughout six components of DHS. Those components are already being audited as part of the current CFO work and therefore efficiencies will be realized by using the same auditors and procedures to test the data. 2. The deadline for completion of the audit is November 15. There is insuffcient time for additional auditor(s) to audit these funds, submit a report, and have KPMG validate the data for inclusion into the CFO audit report by this timeframe. This notice is being posted in accordance with FAR 5.2 and is not a request for proposals. No solicitation will be offered.
