- Attached is the Parts list with quantities This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is AV9FK01500FK00 and this solicitation is issued as a request for quotation (RFQ). This RFQ does not provide for full and open competition. Justification for Other Than Full Open Competition is FAR 6.302-1, 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-35, effective 14 July 2009. The associated NAICS code is 336413 and small business standard is 1000 employees. The government intends to procure parts for the Crash Worthy Fuel System (CWFS) on all rotary wing aircraft. Please reference the attached parts list. The intended source is Robertson Aviation, 800 W. Carver Rd. Ste. 101 Tempe, AZ 85284-5264. A firm fixed price contract is contemplated. The delivery time will be proposed. Inspection and acceptance is at Origin. Ship to point is Lexington, KY. FOB is Origin. The following provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors-Commercial; 52.212-3, Offeror Representations and Certifications-Commercial Items (Offerors are instructed to complete this section and return with their quote); 52.212-4, Contract Terms and Conditions-Commercial Items; and all applicable clauses required by 52.212-5, Contract Terms and Conditions Required to Implement Statutes or executive Orders-Commercial applies to this acquisition contingent upon the dollar value. The following DFAR clauses cited are applicable to this acquisition: 252.204-7004, Required Central Contractor Registration; 252.211-7003, Item Identification and Valuation; 252.212-7000, Offeror Representations and Certifications-Commercial Items; 252.232-7003, Electronic Submission of Payment Requests; and all applicable clauses required by 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items contingent upon the dollar value of the acquisition.
