- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The versions of provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-36 dated 8/11/09. The Export-Import (Ex-Im) Bank of the United States intends a sole source award for subscription services to Financial Times for one base year with four 1-year options. The applicable NAICS code is 519130-Internet Publishing and Broadcasting and Web Search Portals, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Research Library is seeking a contract with the Financial Times (FT) that will allow for all Ex-Im staff to view all www.ft.com content via IP recognition. The contract would also allow for 20 print copies of the Financial Times to be delivered to the Bank every morning that it is published, and a backup password to be used by approximately 10 offsite employees when they do not wish to access the FT through Citrix. The Research Library subscribes to all major financial publications that cover global issues such as the Wall Street Journal, the Economist, Euromoney journals, Bloomberg News, and the Harvard Business Review. The Financial Times has been and should continue to be a valuable addition to these sources. The Financial contains daily international financial news. Nearly all topics covered by the FT are relevant to Ex-Im Bank staff, such as Emerging Markets, Equity, Debt, Currency, and Capital Markets, Economics, World News, Company News, Special Country Reports, and Editorials. The Financial Times provides a non-U.S. point of view that is crucial for the bank's understanding of world economies and risks. There is no other source that can provide the type of analysis, global coverage, and special reports provided by The Financial Times. The Financial Times is the only source that provides such authoritative, accurate, and analytical reporting covering the globe for such a low price. The FT has 550 journalists in 51 countries that provide both the global and local perspective needed by Ex-Im staff. Access to FT.com via IP recognition allows for all Ex-Im staff to seamlessly access the FT's content without having to enter user names or passwords. IP recognition was specifically requested by the Bank's CIO. The Financial Times is not distributed through any third party source. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008)); 52.212-3 (Offeror Representations and Certifications-Commercial Items (Feb 2009)); 52.212-4 (Contract Terms and Conditions-Commercial Items (Mar 2009)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2009)); 52.217-8 (Option to Extend the Services); 52.217-9 (Option to Extend the Term of the Contract); 52.232-18 (Subject to Availability of Funds); 52.232-19 (Subject to Availability of Funds for Next Year); and 52.237-3 (Continuity of Services) for commercial items and services.
