Description
RECOVERY ACTION: This action is funded by Recovery Act dollars and is awarded under Contract number HHSN261200800001E with SAIC-Frederick, Inc., the Operations and Technical Support contractor for NCI-Frederick. The Contractor DUNS number is 159990456. The Cancer Genome Atlas (TCGA) - A large-scale, collaborative effort to characterize the genomic changes that occur in cancer. Therapeutically Applicable Research to Generate Effective Treatments (TARGET) - identifying genomic targets in childhood cancers that can be used to develop more effective treatments. The Cancer Human Biobank (caHUB) - a national, standardized, biospecimen resource for the collection of human tissues which are a critical resource for cancer research. NCI's Community Cancer Centers Program (NCCCP)- a network of community hospitals working to provide advanced cancer care to patients in their home communities. Justification for Non-Fixed Price Type of Award: This award is priced as an "Other than Fixed Price" action. Work assigned to SAIC-Frederick, Inc. is pursuant to the terms and conditions of Contract number HHSN261200800001E, a cost-plus-award-fee prime contract for operations and technical support to the NCI-Frederick. The use of a separate fixed price award to SAIC-Frederick, Inc. is not appropriate because this is Research and Development work issued under an existing cost reimbursement contract. Justification for Noncompetitive Award: This ARRA funded award is being made as a within scope modification to an existing contract awarded noncompetitively to SAIC-Frederick, Inc. pursuant to a Justification for Other Than Full and Open Competition signed by the DHHS Deputy Assistant Secretary for Acquisition Management and Policy on January 17, 2007. Significant Subcontracting opportunities are anticipated including the following: Tissue Procurement for TCGA - approximately $70,000,000 TARGET DNA Sequencing - approximately $20,000,000 caHUB Tumor Tissue Procurement - approximately $13,000,000 caHUB Biospecimen Core Resources - approximately $14,500,000 NCCCP - approximately $70,000,000
