- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NWWE0100-09-20691 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690 with a small business size standard $7m. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, will apply: 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. The Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS) has a requirement to obtain technical support documentation changes associated with the replacement of 25 Water Vapor Sensing System (WVSSII) units currently flying on 25 United Parcel Service (UPS) Boeing 757 aircraft. Labor and manual page change costs associated with installation of 25 WVSSII units. a.) Replace 6 WVSSII version 1 units (originally installed in 2005) with WVSSII version 3 (developed in 2008) on B-757 aircraft. This installation requires adding a heated hose. b.) Replace 19 WVSSII version 2 units (originally installed in 2006) with WVSSII version 3 (developed in 2008) on B-757 aircraft. CLIN 0001 Labor costs of replacing 25 WVSSII units $___. Labor cost of inspections and any warrantee work associated with replacement of 25 WVSSII units that must be replaced within 36 months of replacement (replacement of existing WVSSII units, identified in CLIN1, is expected to occur from September through December 2009 (end of labor support period estimated to be December 31, 2012). CLIN 0002 Labor costs for maintenance within 36 months of replacement $__. Responses are due 2pm September 9, 2009 local time via e-mail to: Lamar.Carlson@noaa.gov and David.Helms@noaa.gov. This action is being done under simplified acquisition procedures. Provide technical information demonstrating capability to accomplish this requirement. Cite if a small business. Award will be made upon technically acceptable low price proposal with acceptable past performance.
