Description
1.CONTRACTING AGENCY: The VISN 6 Centralized Acquisition Service (CAS), in support of VISN 6 Education Services, intends to execute a Justification for Other Than Full and Open Competition for the following procurement. 2.DESCRIPTION OF SUPPLIES/SERVICES: The Contractor shall serve as the Program Coordinator for the VISN 6 Education Service Line. 3.CONTRACT AMOUNT: The contract period of performance is August 28, 2009 through August 27, 2010, with one (1) 2-month option to renew at the Governments choosing. The contract grand total is: $45,136.00. 4.BACKGROUND: The VISN 6 Education Service Line was established in October, 2008 to address a number of longstanding Staff Education and Development Issues as well as to provide leadership in addressing VHAs Learning Organization Transformation Goals. Prior to this, VISN Education Services were coordinated through the VISN Education Sub council led by a Medical Center Director supported by staff in collateral and temporary assignments. The original positions that were originally proposed to address these challenges have remained unfilled secondary to budget constraints confounded by burgeoning VISN workloads and escalating business costs. Consequently, the Education Service Line Manager needs immediate, part-time staff support to manage the existing and expanded expectations for this VISN Program Office. The Contractor was recruited and entered on duty in May 2009 on fee basis. It has been determined that payment of the Contractor through fee basis is inappropriate. Consequently, the Contractor will be taken off fee basis on August 28, 2009. It is critically important that there is no disruption in the Contractors services. 5.AUTHORITYCITED: Under the authority of Title 41 U.S.C. 254(c)(2) and FAR 6.302-2(a)(2), other than full and open competition is justified when the agency's need for services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. 6.REASON FOR AUTHORITYCITED: Dr. Eisenberg supports the fulfillment of both existing and newly expanded responsibilities for the VISN 6 Education Service Line. Dr. Eisenberg has over 30 years VA experience and has functioned in an expanded role directly supporting the VISN 6 Education Service Line for the last two years. His extensive knowledge and involvement has been critical to managing and overseeing a variety of core programs and activities that both directly and indirectly impact employee performance and that enable our work force to address our core mission of providing safe and effective quality patient care. In previous recruitment activities for the VISN 6 Service Line Manager, it took over 8 months to fill the position with a qualified candidate. Any disruption to Dr. Eisenbergs services at this time would have a significant and deleterious effect on these essential programs. A lapse in the support that he provides would result in a compromised ability to not only continue the maintenance and expansion of existing VISN-wide programs, but also impact our nascent efforts in the VISN 6 Ambulatory Care Optimization Project and Rural Health Initiatives as well as our ability to launch other critical programs affecting our FY10 Strategic goals and priorities. These Programs have a significant effect on our care to Veterans VISN-wide. 7.EFFORTS TO OBTAIN COMPETITION: None based on the urgency of need for this requirement. 8.FAIR AND REASONABLE PRICE DETERMINATION: The Contractor will be paid the same rate he received while on fee basis. 9.MARKET SURVEY/RESEARCH: A market survey was not conducted due to the urgency of need for this requirement. 10.INTERESTED SOURCES: No other sources expressed an interest in this procurement. 11.AGENCY ACTIONS TO INCREASE COMPETITION: Under the authorities and actions cited above and the fact that this requirement is of unusual and compelling urgency, there are no actions to be taken to overcome barriers to competition. 12.OTHER FACTORS: There are no other facts to support other than full and open competition. 13.CONTRACTING OFFICERS CERTIFICATION: This justification is accurate and complete to the best of the Contracting Officers knowledge and belief.
