Description
Aviation Traffic Data Modernization Solicitation The Department of Transportation (Department) is addressing various improvements that are needed in the aviation traffic data it collects, and has proposed to replace its current methodology for collecting this data with a new methodology that will be capable of supplying more useful information to policymakers and to the public. It also is seeking to better align the data it receives from airlines with current airline industry systems and practices. To these ends, the Department initiated a revision of the rules governing the collection, processing, and dissemination of airline data by issuing a Notice of Proposed Rulemaking on February 17, 2005 (70 Fed. Reg. 8139-8198) (NPRM), and sought comments from interested parties. The NPRM, titled “Aviation Data Modernization,” proposed various changes to existing rules codified in Parts 241 and 249 of the Code of Federal Regulations. This is a full and open competition acquisition. Offerors are invited to submit proposals to assist the Department of Transportation (Department) in identifying and documenting the processes that the Department should use when it revises the collection of aviation traffic data, particularly the Origin - Destination Survey of Airline Passenger Traffic (O&D Survey.) The sponsor of this solicitation is the Director of the Department’s Office of Aviation Analysis. It is anticipated that from this solicitation one firm fixed price contract will be awarded. The Statement of Work (SOW) identifies the work requirements of this Solicitation and the resulting contract award. The North American Industry Classification System (NAICS) Code for this Solicitation is 541611.
