THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THIS ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. Vendor: TTAC (Tobacco Technical Assistance Consortium) Rollins School of Public Health, Emory University 1520 Clifton Road, SON 225 Atlanta, GA 30322 Background & Need As the lead federal agency for comprehensive tobacco prevention and control, CDC/OSH develops, conducts, and supports strategic efforts to protect the public's health from the harmful effects of tobacco use. The goals of OSH are to prevent initiation of tobacco use among youth and young adults; promote tobacco use cessation among adults and youth; eliminate exposure to secondhand smoke; and identify and eliminate tobacco-related disparities. OSH has identified six core functions to achieve these goals: 1) Applied research and evaluation 2) Program services 3) Health communications 4) Policy and planning 5) Global technical assistance 6) Resource management Central activities of OSH include provision of technical assistance and support on all six functions to NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners. The surveillance and evaluation net-conferences have been one form of technical assistance that OSH has used in the past. It is an easy way to reach a wide audience with the same message, precludes the need for travel, can be done from practically any location, and, with the archived sessions, allows constituents to view the presentations as fits their schedules. Participation rates on previous net-conferences has been high and NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners look forward to this convenient and inexpensive way of receiving technical assistance and support to improve their programs. In these times of reduced funding, especially for travel, having an alternative method of reaching a broad audience is vital to providing technical assistance and support to OSH's constituents. Return to Top Period of Performance: upon award to 9/30/2010 Purpose and Description of Work: Technical Requirements a) Post previous, recorded net-conferences and the associated resources onto the TTAC website. b) Collaborate with CDC in planning four (4) one-hour LiveMeeting® net-conferences with non-CDC speakers and, at CDC/OSH's request, up to an additional 3 net-conferences with CDC speakers. c) Provide all logistical and technical support for all LiveMeeting® net-conferences to NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners and others as requested by OSH on surveillance and evaluation related topics. d) Contract with speakers and pay them the speaker fees. e) Be available via e-mail and/or telephone to net-conference speakers (non-CDC and CDC) and CDC staff for assistance in setting up speakers' slides and LiveMeeting® for the presentations. f) Be available by e-mail and/or telephone to assist participants with gaining access to posted net-conferences and to ongoing net-conferences. g) Evaluate each net-conference. The evaluation will be conducted after each net conference using questions provided by OSH, either by polling immediately after the net conference, or via questionnaire following the net conference using an on-line survey website, or both. Findings will be used to improve the net-conference experience of the participants. Objectives Served Providing net conferences on surveillance and evaluation related topics will aid OSH in increasing tobacco use prevention and control surveillance and evaluation capacity among NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners and others as requested by OSH. Improving surveillance and evaluation capacity of NTCP tobacco prevention and control program managers will in turn improve tobacco prevention and control programs. Net-conference topics will be partially based on participant preferences and needs. Client Identified The requested net-conference logistical support will be provided by the proposed client to the Evaluation Team of the Epidemiology Branch of OSH/NCCDPHP to increase the surveillance and evaluation capacity of NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners and others as requested by OSH. The information gleaned from participants about desired net-conference topics will also help guide technical assistance in general. Summary Schedule of Deliverable and Milestones or Tasks Work Order Deliverables The work described is intended to be accomplished during a 12-month period. Post previous and completed net-conferences to the TTAC website, along with associated materials such as presentation slides. Participate in discussions (in person or via e-mail) about appropriate net-conference topics and potential speakers. Schedule non-CDC speakers for quarterly LiveMeeting® net-conferences. Provide logistical and technical support, at CDC/OSH' request, for up to an additional 3 LiveMeeting® net-conferences with CDC speakers. Provide presentation outlines or draft slide presentations to CDC evaluation team staff at least one (1) week prior to scheduled net-conference. Provide LiveMeeting® net-conferences on tobacco use prevention and control surveillance and evaluation topics to NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners and others as requested by OSH. Evaluate each net-conference. The evaluation will be conducted after each net conference using questions developed collaboratively with OSH, either by polling immediately after the net conference, or via questionnaire following the net conference using an on-line survey website, or both. Distribute all information (including topic, speaker, date, time, web and telephone connectivity information and other information requested by OSH) regarding the net conferences to NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners and others as requested by OSH. Estimated Due Dates: TBD 5. Distribute reminders (including available materials and web and telephone connectivity information and other information requested by OSH) regarding the net conferences to NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners and others as requested by OSH. Estimated Due Dates: TBD 6. Provide all LiveMeeting net-conferences on the scheduled dates. Provide technical and logistic assistance to non-CDC and CDC speakers and participants for both aspects of the net-conferences (telephone and web-interface). Estimated dues dates: TBD 7. Provide OSH with a summary of evaluation findings for each net conference. 8. Estimated Due Dates:TBD 9. Provide OSH with an electronic file of each net conference that includes both the PowerPoint® presentation and audio of the presentation and discussion. These files will also be placed on the TTAC website with the past OSH net conferences. Estimated Due Date: TBD 10. Special Knowledge Skills and Abilities Required of Contractor Personnel TTAC's mission is to build capacity within the field to achieve effective tobacco prevention and control programs and policies. TTAC provides training and technical assistance to increase knowledge and skills, cultivate leadership, increase organizational effectiveness, and strengthen partnerships. TTAC also develops products to meet identified educational needs and hosts a robust website to share valuable, up-to-date information related to tobacco prevention and control. The ultimate purpose of TTAC's efforts is to develop and support the ability of practitioners in the tobacco control field to grow strong and robust tobacco control programs. TTAC builds this capacity in tobacco control by providing individualized technical assistance, developing and implementing training programs, developing and disseminating products and tools, providing information through a robust website, and through continued partnerships and collaborations with others working toward the same mission of decreasing the use of tobacco products in the US. As such, TTAC staff are uniquely positioned to provide CDC/OSH with the technical and logistical support for net-conferences geared to increasing the knowledge, abilities, and skills of tobacco control program managers and surveillance and evaluation staff. TTAC staff have the proven ability to access tobacco control program managers and surveillance and evaluation staff and to successfully interact with them. They also have the proven ability to maintain current contact information on these specialists. TTAC staff have demonstrated their skills in providing the technical and logistical support for net-conferences in the past. They have a set routine for getting the required connectivity information out to speakers and participants. TTAC staff have shown their ability to work with speakers in making the presentation materials available to participants and in getting the presentations ready for posting to an online repository of recorded net-conferences. The skills to organize and manage net-conferences are central to this work order. · TTAC is the repository for contact information of tobacco control program managers and surveillance and evaluation staff, which TTAC diligently maintains as these specialists are TTAC's sole audience. · TTAC has an ongoing relationship with tobacco use prevention and cessation program managers and surveillance and evaluation staff. These specialists look to TTAC for updates and technical assistance in the field. · Because of their unique association with the tobacco use prevention and control community they will be able to easily update potential participants' contact information. Participants are located in all states of the US, as well as the US territories: Puerto Rico, the US Virgin Islands, and the Pacific Island territories (Guam, Republic of the Marshall Islands, Federated States of Micronesia, Republic of Palau, American Samoa, and Northern Mariana Islands). · They are located in Atlanta, which makes communications about the net-conferences easier for those times when face-to-face meetings are required. · Their location in Atlanta makes it possible to join them on-site during the net-conferences. · The high participation rates in net-conferences they have previously provided. · Their existing relationship with the field of tobacco use prevention and control gives them insights into the needs of the net-conference participants. · Their existing relationship with the field of tobacco use prevention and control gives them the ability to fully contribute to discussions of speakers on specific topics. · Their existing relationship with OSH will decrease the risks of a delay of net-conference provision. · They already have in place a list of target participants since they have already provided these services in the past. · They have the proven technical and logistical capabilities to provide net-conferences. · They have the proven technical and logistical capabilities to assess the usefulness and · appropriateness of the net-conferences. However, responsible sources who believe they can provide the required services may submit a written capability statement, via e-mail to Matthew Ellington at mce8@cdc.gov no later than 15 days from the published date of this announcement, by 10:00 pm EST, on September 21, 2009. All responses are limited to 5 pages, single spaced, 12 font, Times Roman. The cover letter is not includes in the 5 page limit, however should be included in the body of the email response.
