OPM-Specific Clauses This is a combined synopsis/solicitation for COGNOS Software Renewal for the U.S. Office of Personnel Management (OPM) prepared in accordance with Federal Acquisition Regulation (FAR) in the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The solicitation number is OPM04909-Q-0079, and is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. The North American Industrial Classification System (NAICS) code is 423430, and the small business size standard is 100 employees or less. Quotations must be received by the Office of Personnel Management no later than 2:00 PM eastern standard time on September 16, 2009. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34, 52.233-4 and OPM-specific clauses (see attachment). Delivery shall be made no later than September 30, 2009. Vendors not registered in the Central Contractor Registration (CCR) database at the time the requirement is to be awarded will not be considered. Vendors may register with CCR by calling 1-888-227-2423 or (269) 961-5757, or by accessing www.ccr.gov. NOTICE TO OFFERORS: Contractor shall offer to the Government the same warranty commonly accepted in similar commercial purchases. Quotations in response to this RFQ are due by 2:00 pm Eastern Standard Time, September 16, 2009. Only written requests for additional information will be accepted. Notification of any changes shall be made only on the internet.
