- ENCODERS Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR Encoders. SA-309913-01-ENC100A94-00 DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH Enerdyne Technologies, Inc. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to Enerdyne Technologies, Inc, 1935 Cordell Ct El Cajon, CA, 92020-0911. The Sole Source purchase will be for the following one (1) commercial item: ENC1000A94, ENCODER Description:The ENC1000A94 Encoder digitizes and compresses any of the analog video signal formats. A data multiplexer provides an interface for user supplied PCM data, audio or EIA-232 data. The encoder and the multiplexer are controlled via the EIA-232 control port using a dumb terminal or a PC with a terminal emulation program. These devices allow the user to transmit data in a noisy environment by correcting a number of bit errors received at the ground site. The schema used by Enerdyne is a Reed-Solomon based algorithm. The encoder applies a Reed-Solomon algorithm that generates check bytes for a transmission message. The check bytes and message data form an error correcting code work that can be transmitted over noisy transmission media. The decoder at the receiving end uses the check bytes to detect and correct any errors that are introduced by noise. The units then transmit data to the code word. If used, FEC must be selected at both the encoder and decoder. Enerdyne Technologies, Inc, is the only known source that can satisfy the requirements of the Government at this time. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the encoders. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB),, a Sole Source, firm-fixed price contract will be pursued with Enerdyne Technologies, Inc, 1935 Cordell Ct El Cajon, CA, 92020-0911.
