Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code for this project is 441221 and the size standard is 100 employees. This solicitation is a Request for Quote. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-36. Mesa Verde National Park has a requirement for an asphalt recycler per the following specifications: portable asphalt recycling machine, capable of recycling up to a maximum of seven (7) tons per hour, of either broken chunk or milled recycled asphalt pavement (RAP) at the repair or construction site. The machine shall be or have: portable for on-site repairs and maintenance; mounted on a compact, heavy duty tandem axle trailer; height adjustable tongue with pintle hitch, parking brake, heavy duty parking jack, and a 12 volt DC electrical system; for portability the unit total length must be less than 215 inches long, less than 80 inches wide, less than 85 inches tall, and weigh no more than 5,500 lbs; easily removed cover panels to allow full access to all internal components; powered by a diesel engine of no less than 10 horsepower designed to operate with low exhaust emissions; be mounted in a compartment in such a way as to eliminate vibrations and allow for soundproofing; equipped with a key actuated 12 volt starting system, including a 12volt battery and inverter for battery charging and small electric tool operation; burner system will be diesel of the two stage type, providing indirect heating to protect from overheating the asphalt; burner system should automatically sense any faults and shut of the burner system if faults are detected; temperature of the recycled asphalt shall be controlled by the operator with all equipment operating controls being at one operator station; sould also have a emergency stop button; the mixing drum for the asphalt materials shall rotate continuously, and be durable enough to handle large heavy pieces of asphalt paving; for operator safety and production efficiency the drum should be fully insulated; for operator safety the drum and it's drive system shall be full enclosed (guarded) by steel sheeting; drum should be self unloading, and the equipment should provide some sort of mechanical or hydraulic assistance in the loading process; all equipment functions should be hydraulically actuated via a hydraulic pump directly mounted to the engine; hydraulic pump and reservoir shall be of adequate size to operate all functions; hydraulic components should be covered but easily accessible for inspection and service; equipment shall be delivered fully assembled, serviced, and quality checked; equipment shall be delivered with any often needed spare parts; operator and parts manuals shall be furnished with the equipment at delivery; on-site, hands-on operations training will be provided by the vendor at the delivery point; a minimum of one year warranty for the engine and any and all equipment components will be provided by the vender; the venders distribution facility will have a adequate stock of parts; must be current model, new construction, from a reputable company, providing sufficient warranty and repair parts support. Place of Delivery is Mesa Verde National Park in SW Colorado; quote FOB Destination.
