Description

Statement of Work Sole Source Justification ANALYTICAL STUDY: The U.S. Air Force requires a team of environmental engineers to study the remediation of wetlands located on government property. The following two objectives shall be achieved: 1) A biogeochemical characterization of Chlorinated Ethene (CE) transformation processes in the constructed vertical flow wetland at the field site and in bench-scale systems. 2) A Molecular Analysis of the Microbial Degradation of Chlorinated Ethenes The NAICS for this requirement is 562910. The solicitation number is FA8601-09-R-0064. The proposed contract is for a performance period of 1 Oct 2009 to 30 Sept 2010. The government intends to solicit and negotiate with one source only, Wright State University, under the authority of FAR 13.106(b)(1) and FAR 6.302-1(a)(2)(iii). This notice of intent is not a request for competitive quotations; however, any quotation received within 5 days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
