Description
RECOVERY: This award provides funding for the completion of the Mound Operable Unit 1 Project to include investigation and remediation as required of the remaining Operable Unit 1 area consisting of the following: removing overburden soil within Operable Unit down to the historic waste level; removing and transporting waste from the historic landfill area remaining below and in the general area of Operable Unit 1; and removing overburden from the Operable Unit 1 waste area, and transporting and stockpiling this to the area south of the Operable Unit 1 excavation area where it will be available for backfilling following the completion of all Operable Unit 1 excavation activities. The scope of work includes the following: contractor will complete the necessary site investigation, waste removal, waste management, and disposal of contaminated soils and debris; provide verification surveys and reports; backfill all excavations, and accomplish site restoration of the Operable Unit 1 area. Completing these activities will result in removal of the proposed Operable Unit 1 "no-dig" restriction thus leaving the Operable Unit 1area in a configuration consistent with the balance of the Mound Site. In remediation of the former Operable Unit 1 landfill, it is not practical to try and quantify in a statement of work the requirements in such a way as to award a Firm Fixed Price contract. With the uncertainty of funding, chasing of contaminated soil, groundwater remediation, facilities D&D etc, it is not conceivable that a contractor would be willing to take on that risk under a fixed price contract. However, the contractor is encouraged wherever possible to award subcontracts on a fixed prices basis.
