Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Surface and Microanalysis Science Division in the Chemical Science and Technology Laboratory, intends to negotiate with Oxford Instruments on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a single source, to procure a silicon drift x-ray detector system upgrade to the existing Oxford Inca x-sight Si(Li) energy dispersive x-ray spectrometry (EDS) detector system on the FEI Nova NanoLab600 Focused Ion Beam SEM (NNL600). NIST currently has an older generation Oxford Si(Li) EDS system on the NNL600. An upgraded EDS system with a silicon drift detector (SDD) is needed in order to support several high resolution 3D elemental and structural mapping projects such as the fate of nanoparticles in biological matrices and the analysis of climatalogically relevant particles. These samples are beam sensitive and generate low levels of x-ray signals. In order to collect sufficient signal, the EDS detector must have a very large active area and be highly sensitive. To satisfy these performance requirements, the upgrade EDS system must include a SDD with minimum 129 eV resolution, 80 mm2 active area, and light element window. The upgrade system must also be fully compatible with the existing Oxford/HKL EBSD system and the EBS3 software currently installed on the NNL600. In addition, the new SDD system software must be backward compatible to the existing EDS data (Oxford Inca Project data). Oxford Instrument is the only SDD vendor that NIST is aware of that can supply an SDD that meets the compatibility requirement stated above and also meet the detector area requirement. Existing EBSD and EBS3 system are Oxford system and contain proprietary Oxford hardware and software information that will only work with Oxford EDS software. The existing EDS data sets (several hundred GBs) are in Oxford Inca format (proprietary data format for Oxford) and only readable in another Oxford application. In addition, Oxford X-Max80 is the only 80mm^2 active area detector currently available in the market. Oxford X-Max80 system will be a direct replacement upgrade of an existing system. Oxford Instruments does not have distributors according to Oxfor Instruments, and all purchases of Oxford Intruments' products must be done through Oxford Instruments directly. NIST anticipates negotiating and awarding a firm-fixed-price type purchase order. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
