Description
U. S. COAST GUARD AIR STATION HOUSTON, TX 77034-5569 CGAS HOUSTON ENGINEERING SPECIFICATION PWK-10-XX Subj: LAWN MAINTENANCE 1.DESCRIPTION: Contractor will maintain all lawn, flower bed areas and trees located on the physical property of Air Station Houston, TX. Contractor will comply with all applicable state and federal laws. 2.COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK: The Contractor shall be required to commence work under this contract within two (5) calendar days after the date the Contractor receives notice to proceed, and shall be able to respond to any discrepancies within 24 hours. 3.GOVERNMENT FACILITIES: The following facilities will be provided to the Contractor free of charge provided the Contractor’s personnel use such facilities responsibly. a.Due to the limited space available the contractor will not be assigned any space for storage and should remove any maintenance equipment, tools, and supplies at the end of each visit. b.Electricity and water will be made available from the facility as needed. The Contractor is responsible to supply extension cords and water hoses as needed. c.Sanitation facilities are available in the Administration building. 4.SCOPE OF WORK: a.Lawn Maintenance will be performed Nov-March on the 1st and 15th. April-Oct 1st, 11th and 21st b. Lawn areas: 1)Large pieces of litter will be picked up prior to mowing. 2)Mowing will be performed in such a way that the entire lawn area will be completed in one working day. Extra cuts will be done as needed. 3) Airsta Houston’s lawn will be maintained no lower than 3 inches and no higher than 6 inches at any time. 4)Edging will be performed in conjunction with lawn mowing and will include all areas curbs, sidewalks, pavilions, recreational areas, and building edges. c.Trimming areas: 1)Hedges and ground cover will be manicured as needed to maintain hedges between 6 to 8 feet. Ground cover should have a distance of 1 foot between building and cover. 2)Hedges around the flag pole and Command/Visitor parking area shall be no closer than 1 foot to any pavement/curb. 3)All hedges will be manicured in a way that all signs are clearly visible from any reasonable vantage point. d.Flower bed weed control will be completed as needed to keep weeds at bay. e.Fertilize all lawn areas, shrubs, and trees as needed to keep them healthy and green. f.All trees will be kept trimmed to allow for a 7 foot clearance between the ground and the tree limbs. All shoots and suckers will be removed from the base of the trees. g.Weed killer will be sprayed on all sidewalks and parking areas as necessary. Weed killer will not be used in place of edging at any time or any place. h.After the completion of all maintenances, clippings will be blown or swept from all concrete areas. Any accumulation of grass clippings or pruning shall be placed in the Airsta Houston dumpster or hauled off the site. i.Control lawn and plant pests as necessary to maintain their health and appearance. j.Adjust installed facility irrigation system and timers to maintain grounds appearance and health. k.The Contractor will check in with the Watch Captain or a Public Works representative at 713-578-3060/3061/3062/3000. 5. PROBLEMS GETTING ON BASE: If the contractor is unable to get on base, they must immediately contact the Watch Captain or a Public Works representative at 713-578-3060/3061/3062/3000. 6. REQUIRED PERSONNEL: As defined within the scope of work, some days have additional work to be completed and will therefore need additional personnel. 7. CONTRACTOR’S CERTIFICATION: a. Contractor must provide a copy of their state certification pertaining to lawn/plant pest control within thirty (30) calendar days after the date the Contractor receives notice to proceed. b. Contractor must provide a copy of all Material Safety Data Sheets (MSDSs) for pesticides applied within (30) days after the date the Contract receives notice to proceed. 8. INSPECTION/TREATMENT DATES a. Quarterly – Once in October, January, April, and July as needed.
