- RECOVERY – Department of State Acquisitions Support – Modify Task Order to Add Incremental Funds Notice Type: For Information Only Posted Date: Automatically generated by FBO Response Date: N/A Archive Date: N/A Set Aside: N/A Classification: NAICS Code: 561110 – Administrative Management Services Description: In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act of 2009, Publ.L. 111-5, THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY, IAW FAR 5.704, Publicizing – Preaward. The Government posts this notice of intent to issue a modification to existing Department of State Task Order S-AQMMA-07-F-0042 with BAE Systems located at 8201 Greensboro Drive, Suite 1200, McLean, Virginia 22102-3810. This is a task order issued against GS10F0007P, and ARRA clauses are included. THE PROJECT DESCRIPTION IS AS FOLLOWS: To provide procurement/contracting personnel that will serve as an advisor to the Bureau of Administration, Executive Director – Procurement Services Branch (A/EX/PAS) customers. Perform a wide variety of tasks associated with the management, execution and administration of the procurement program, which includes classified procurements involving vendors whom meet national security requirements for personnel and facilities. Services to be provided include research and draft procurement policies, review and analysis of pre-award and post-award procurement documents, assisting with data calls and reporting, development of required analysis, alternative analysis, strategic sources, alternative analysis, cost/benefit analysis, acquisition plans, statements of work, justifications for no-competitive acquisitions, ratifications, purchase card, congressional support, performance measurement plans, contract administration, contract close-out support. Activities 1)Provide guidance and technical advice to Bureau Program Offices. 2)Prepare the required documentation to define the program office requirements in sufficient detail. 3)Develop documentation to support the evaluation of proposals. 4)Initiate and maintain contacts with key operating officials to discuss procurement plans, resolve problems, and recommend acquisitions strategy. 5)Serve as the Bureau’s coordinator between the Program Office and the Office of Acquisitions (AQM). 6)Serve as the Contracting Officer’s Representative (COR) on specified task order 7)Research and provide assistance in responding to Congressional inquiries, claims, requests for equitable adjustments and contract ratifications. 8)Review and analyze contract deliverables. 9)Oversee budget outlays against current allocations to ensure the proper allocation and disbursement of funds against the contract are consistent with the requirements of the Anti-Deficiency Act. Deliverables All work should be submitted and subject to revision in accordance with the applicable government Task manager. A weekly summary of assigned procurement activity is required. Measures The four primary measures of project success are: 1) Ability to interpret the Federal Acquisition Regulations (FAR) and the Department of State Acquisition Regulations (DOSAR). 2) Knowledge of pre-award and post-award procurement functions. 3) Knowledge of contract methods and types of contracts to recommend the best procurement approach. 4) Familiarity of business practices and market conditions applicable to program and technical requirements Environmental Review Compliance While there will not be a direct environmental impact, this is a “green” initiative in one respect. The Department of State allows the contractor to work an Alternative Work Schedule (AWS). AWS consist of working: •Eight, nine hour days •One, eight hour day, and •One day off, per pay period Transparency The Department of State will continue to use its annual performance planning process as a basis for public reporting. The Department of State will also include all applicable information on the Recovery.gov website, which is linked to our primary website State.gov: The labor hour modification that will be awarded is to be $149,930 for the performance period (9/1/09-12/4/09) of the ARRA funding.
