Description
This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N00124-09-Q-0505. Incorporated provisions and clauses are those in effect through the Federal Acquisition circular 2005-36. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The following FAR provision and clauses are applicable to this procurement: 52.204-7,Central Contractor Registration;52.212-1, Instructions to Offerors-Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications-Commercial Items;52.212-4, Contract Terms and Conditions-Commercial items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.222-3;52.222-19;52.222-21;52.222-26;52.222-36;52.225-13;52.232-33;5252.232-9402. FAR 52.212-2, Evaluation-Commercial Items is applicable to this procurement. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items shall be completed and submitted with the offer.The Naval War College, Newport RI plans to rent EQUIPMENT for the International Seapower Symposium to be held in Newport RI. The period of performance will be 10/2/2009 through 10/9/2009.1)Equipment must be set-up, in place and operational for testing no later than Sunday, 4 October 2009 at 9:00 a.m. On Friday, 9 October 2009 at 5:00 p.m. The contractor may begin removal of the equipment. The Auditorium is available to the contractor Friday, 2 October, 2009 after 8:00 a.m. All equipment will be installed/set-up in Spruance Auditorium, located in the Naval War College complex in Newport, RI. There will be space provided by the college for the interpretation booths and electronic equipment. The Naval War College will provide floor audio to the interpreter's booth for translation. The output of audio from the interpreter's booth via XLR to the soundboard and recording device must be in English. 2)The contractor must provide the following equipment. Please note that interpretation equipment MUST BE INFRARED (IR instead of RF). Equipment list and requirements as follows: a) Ten channel transmission and control system for languages. (English "floor", Arabic, French, Japanese, Korean, Mandarin Chinese, Portuguese, Spanish, and Russian.) Please note: 0 + 9 System.b)9-soundproof interpreter's language booths. There are three seminar rooms which the booths will be located. Each room is 20feet wide by 18 feet deep.c)9-sets of interpreter's language channel & listening equipmentd)300-multi-channel listening receivers (with extra batteries and sanitary cleaning equipment)e)1-dual digital recording equipment capable to record onto CD's for recording English Channel. Two original CD's should be recorded at the same time in event one recording device fails. f)Require 3 technicians onsite for entire event: techs must be here on the day of arrival of equipment, unloading equipment and set -up in Spruance Auditorium, in addition to the breakdown and removal of all equipment. Techs will also provide support for the interpreters' booth and digital recording. Please note: The Naval War College loading dock cannot accommodate semi tractor trailers. g)Government will provide accommodations (standard rooms) for up to 3 technicians for arrival on 2 October 2009 and departure on 9 October, 2009. 3) Each translation booth must have two (2) channel capabilities to accommodate English in addition to the designated foreign language for that booth. The price quote shall include setup, breakdown, removal, operation, monitoring of the equipment, and recording of the English Channel during the entire event.4)The contractor must provide one week in advance the names and social security numbers of the tech's so that security access can be arranged ahead of time. In addition, contractor must provide the name of trucking company, state & license plate #, and name of driver to arrange for base access and truck inspection.
