- This is a Sole Source announcement. No hard copy RFQ will be prepared or made available for distribution. The Government intends to award on a firm fixed price contract to Farco Plastics Supply, Inc. 11701 U.S. HWY 19 N, Clearwater, FL. 33764, for three hundred (300) each specialized plastic sheets, HDPE 10% LE, Size 3/8” x 48” x 96”, to be awarded in accordance with Simplified Acquisition procedures, FAR Part 13. The plastic sheets are specifically produced by Farco Plastic Supply, Inc. The sheets are used to optimally protect shooters from bullets and fragmentations from hitting ballistic steel plates and returning or straying. The plastic is proven to be highly effective by encapsulating the bullet fragments and aids in hazardous material clean up. Existing panels of same type are currently being use and new material must be compatable in all aspects including form, fit, functionality. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within three days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
