- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. Request for Quote Q9500090A51 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written quotations only; oral quotations will not be accepted. Quotes submitted through the electronic commerce system at IDEASEC.nbc.gov must also be submitted in writing in order to meet the past performance documentation requirements of this solicitation. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://www.arnet.gov/far. This proposed procurement is issued as a small business set-aside. The North American Industry Classification System (NAICS) code is 238910 with a Small Business Size Standard of $14 million. This solicitation will result in an award of a firm, fixed-price contract. The National Park Service has a requirement for the demolition of two structures at Olympic National Park and other optional remediation work in the Lake Crescent Area of the park. Work shall consist of, but not be limited to (a) removal and disposal in an appropriate landfill of lead-based paint covered siding, window casings, and trim, asbestos-containing flooring, caulking, and other materials; (b) demolition and disposal in an appropriate landfill of a wood frame residence and a large shed, and (c) site cleanup and contouring of foundation excavations. The contractor is responsible for securing all required permits to accomplish this project. Copies of all permits, disposal documentation, and tests will be submitted to the Park in a completion report supplied by the contractor. The contractor will also supply the Park with documentation of appropriate certification of all workers prior to start of work. Contract performance period shall be sixty calendar days following date of notice of award. The contractor is responsible for determining specific work methods and practices to be utilized for all work. All work methods and practices will be in compliance with all applicable Federal, State, and Local laws and regulations. Work and work practices are subject to inspection by the Contracting Officer or regulatory personnel. The contractor will field verify all dimensions affecting the work of this contract. The Government does not warrant any measurements of items included in this solicitation. A site visit is recommended prior to quoting. Base Bid Item--Glines East House and Shed: The Contractor shall remove and appropriately dispose of Asbestos Containing Material and wood siding and trim painted with lead-based paint, demolish the structures, and contour foundation excavations to eliminate abrupt edges. There is no running water or electricity at the Glines site. The contractor will be responsible for supplying both as needed. Water may be pumped from Lake Mills immediately adjacent the sites. Glines East House: The Contractor shall remove and dispose of approximately 215 square feet (sq. ft.) of Asbestos Containing Material consisting of an estimated 150 sq. ft. of floor covering in kitchen, 60 sq. ft.of floor covering in bathroom, and a small section of insulation on duct work in basement. The duct and asbestos wrapping may be removed as a unit. TCLP analysis on the remainder of the building has determined that it will be treated as hazardous waste. The contractor will demolish and dispose of the remainder of the structure, including foundation, as hazardous waste. The foundation excavation will be roughly contoured to eliminate abrupt edges. Glines Shed: The Contractor shall remove and dispose of approximately 5 sq. ft. of Asbestos Containing Material used as insulation in a small wall box (the box may be removed as a unit) and shall remove and dispose of all (approximately 1800 sq. ft.) lead base paint covered siding and all (approximately 29) 24 in. x 36 in. lead based paint window casings and trim. TCLP analysis has been conducted on this building, and it has been determined that with the removal of the siding, window casings, and trim the remainder of the building debris may be treated as construction debris. The contractor shall demolish and dispose of the remainder of the structure as construction debris. The building site will be smoothed to match adjacent terrain. Optional Bid Items: Optional items include asbestos abatement and TCLP sampling at two Lake Crescent properties. Neither optional bid item includes structural demolition. The government will award the base bid item and none, one, or both of the additive bid items dependent on availability of funding. Option Item 1: McLeod Property: Asbestos abatement in the McLeod property located on East Beach Road, Lake Crescent includes the removal of approximately 80 linear feet of caulking around exterior window frames, 140 sq. ft. of floor covering in the kitchen, and 50 sq. ft. of floor covering in the bathroom. Take sample material for TCLP analysis and have analysis conducted by a certified laboratory. Option Item 2: Helgeson Property: Asbestos abatement in the Helgeson property located on East Beach Road, Lake Crescent includes removal and disposal of approximately 930 square feet of asbestos-containing popcorn ceiling located in the hallway and two adjoining rooms, removal and disposal of approximately 20 linear feet of asbestos containing caulking around the bathtub 20 linear feet of caulking around the bathtub, approximately 180 linear feet of asbestos containing caulk around exterior window frames., approximately 10 square feet of coating on the underside of sink (sink may be removed as a unit), approximately 60 square feet of floor covering in the hallway. Take sample material for TCLP analysis and have analysis conducted by a certified laboratory. Offerors must provide quotations in the above line item format. In addition, Offerors shall provide a copy of any and all certificates demonstrating that the business is qualified to conduct the services, a minimum of three business references to permit evaluation of past performance, and a brief narrative that addresses the past performance elements identified below. The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. Award will be made on the basis of "best value" to the contractor that the Government determines can best satisfy the objectives and requirements of this Request for Quotations, in a manner most advantageous to the Government Contractors must convey to the Government that they are able to accomplish the work in a coordinated and timely fashion, such that all the requirements will be achieved. Quotations will be evaluated on the following: (a) Cost/price, (b) Demonstrated experience in performing hazardous materials removal and disposal, and (c) Demonstrated experience in demolition of structures of a similar magnitude to the structures to be removed at Olympic National Park.
