- This award was solicited on a sole source basis to an 8(a) contractor: AGS, Inc. 1) BACKGROUND: The initial Coyote and Berryessa Creeks, and Uvas Creek O&M Manuals (electronic copies to be provided) were prepared in 1996 and 1989, respectively. An attempt was made in 2008 to write an updated Coyote Creek OMRR&R Manual (electronic copy to be provided) but was not completed. It is desired to provide updated OMRR&R Manuals for both projects. The manuals should be developed concurrently and they should set up as "living" documents for SCVWD. It is further desired that the updated manuals be understandable and easy to use for all types of possible users (maintenance and emergency personnel, inspectors, management, etc.). A manual consisting of a main binder (text with a few key plans and possibly photographs) followed by additional binders (appendices) is envisioned for each project. The appendices shall include As Built plans, Project Cooperation Agreement, Emergency Action Plan, Hydraulics and Hydrology, Vegetation Management, Designated Land Uses, latest reports, etc. Each manual shall be laid out, cross referenced, and indexed, so that any user can easily find the information that he needs with minimal effort. An Environmental Assessment (EA) Option has been included in the Scope of Services. If exercised, an assessment of potential environmental effects due to the implementation of the OMRR&R Manual should be made, and a Finding of No Significant Impact (FONSI) (as per 40 CFR 1508.9) should be prepared, unless an Environmental Impact Statement is required. 2) OBLIGATION OF ARCHITECT-ENGINEER (A-E) CONTRACTOR: The Contractor shall furnish all necessary labor, facilities, equipment and materials to perform the work described under this contract. The Contractor's representative shall be available to meet the Government representative at checkpoints and as requested by the Contracting Officer, and shall keep the Government fully advised of work progress, work interruptions, and plans for resumption of work, especially with regard to any changes in costs and schedule. The Contractor shall perform these services in accordance with the provisions of this scope of services. The Contractor shall make appropriate use of information furnished by the Government. In order to adhere to the project schedule, all requests for modifications or variations in procedures shall be forwarded to the Contracting Officer at the earliest date for a timely review.
